Ministry Foreign Affairs responsible for PCD The Dutch Ministry of Foreign Affairs established a ‘PCD Unit’ in 2002 within DG Development.  PCD Unit: EU Focus - 1. Screen EU legislative proposals and positions (‘PCD test’) - 2. Pro-active focus on set amount of politically relevant dossiers - 3. Promote PCD awareness

Parliament has driving role  2010 Resolution (Labour/Christian Democrats) - Publish annual report on PCD progress - Draft ‘practical agenda’ for PCD  2011 Resolution (Greens) Calculate and publish the negative effects of Dutch policy on development cooperation progress

Concrete results still fall behind… What is necessary?  Bring forward cases of incoherent policies  Coordinate between departments/political agenda’s  Analyse impact policies

But political will is most important Political will is critical. Role Parliament instrumental in driving PCD agenda forward, and with it, YOURS in advocacy and informing MPs and policymakers!
