DNFSB/TECH-37 August 2012 Evaluated DOE actions to improve work planning in responding to Recommendation “ISM at the Activity Level: Work Planning and Control”

IP Implementation Plan to Improve Oversight of Nuclear Operations (in response to Defense Nuclear Facilities Safety Board Recommendation )

DNFSB/TECH-37 (cont.) Based on a four-year effort reviewing WP&C at DOE sites with defense nuclear facilities from Considered Board Letters DOE regarding issues identified during individual site reviews

DNFSB/TECH-37 (cont.) Identified consistent sets of WP&C weaknesses shared by most contractors TECH-37 concluded that there was a need for a different approach from the initial efforts Line managers need to renew their focus and emphasis in WP&C

DNFSB/TECH-37 (cont.) The DOE Directives need to comprehensively address WP&C DOE and its Contractors need to institutionalize meaningful oversight of WP&C via routine and thorough assessments Contractors need to improve integration of ISM core functions into activity-level WP&C 6

The Deputy Secretary emphasized the need for rigorous implementation and enhancement of DOE and contractor oversight of WP&C In January 2013 brief to the Board “WP&C deficiencies are due to implementation weaknesses and lack of rigorous oversight…” Deputy Secretary’s January 2013 letter to the complex requested action to enhance WP&C implementation and oversight by DOE and contractors DOE’s Response 7ISM Champions Workshop 2013

The Deputy Secretary outlined the following major actions in his November 2012 letter: Integration with other Departmental actions to collectively improve, strengthen and influence effective implementation of activity-level WP&C DOE’s Response 8

Special ISM Champions Workshop on Activity-level WP&C –Held May 15-16, 2013 HSS Analysis of WP&C deficiencies, DOE Guide: Federal Oversight of WP&C and effective implementation of activity-level work, DOE CRAD development to assess activity-level WP&C implementation, and Evaluation of current ISM clause in DOE contracts DOE’s Response
