4.1.General Requirements Self Regulatory Framework for Safety Review of BARC Director, BARC BARC Safety Council (BSC) [Safety Policy directives, Overall responsibility for safety review, Promotion of Safety Culture] Safety Committees for Specific Facilities Safety Secretariat [Technical & Adminis- trative support] Design Safety Review Committee (DSRC) [Design safety review of New Facilities] Operating Plants Safety Review Committee (OPSRC) [Review of safety, including conventional and fire safety, of Operating Plants/ Facilities which have nuclear/radiological implications; Compliance with statutory requirements and safety recommendations including pending recommendations] Conventional & Fire Safety Review Committee (CFSRC) [Review of fire & conventional safety aspects of all installations with no nuclear/radiological safety concerns; Compliance status of statutory requirements; Inspection] Working Groups [Detailed review of design safety] Plant/Unit Level Safety Committees [Operational Safety Review; Compliance with statutory requirements; Internal Inspection]

4.2 Commitment & Policy Office order from Director, BARC, defines OH&S policy and commitment Leadership and Commitment HSE Group is empowered to advise for prevention and control of health hazards in work places Continual safety surveillance ensures towards commitment Occupational health of employees is monitored Initial OH &S Review Design safety review of facility Updating of technical specifications Critical safety review at stages of modifications Operational review by updating SOP Checklists revisions Safety inspections Regulatory inspections Follow up for implementation of safety recommendations

4.3 Planning Safe practices are enforced at siting, commissioning, operation and decommissioning stages Continuous safety surveillance including environmental monitoring during operations and modification stages Accountability and Responsibility Responsibility of ensuring safety at working areas lies with respective Heads of Divisions/Sections/Facility In-charges. Divisional Safety coordinators assist in implementation of safety requirements

Risk assessment and control Quantitative Assessment using : Fault tree analysis, Event tree analysis Dispersion studies, etc Hazard Identification Safety inspections In-house safety surveys Job hazard analysis, Preliminary Hazard Analysis Failure mode effect analysis Checklists review, etc.

4.3.3 Legal and Other Requirements Atomic Energy (Factories) Rules 1996 The Indian Electricity Rules The Gas Cylinder Rules The Static & Mobile Pressure Vessels Rules The Indian Explosive Act Environment Protection Act Radiation Protection Rules Indian Boilers Rules, etc Objectives, Targets and Performance Indicators Measurement of safety performance -Analysis of accidents -Computation of Accident Rates Occupational health examinations and maintenance of Records 4.4 Implementation and Operation Ensuring Capability Resources - HSE Group, BARC - about 750 members - Trained safety coordinators- More than Members of Safety Committees –extend expertise

Training, Awareness & Competence Induction stage training – Engineers, Supervisors and Operators Refresher training Need based training Safety Awareness programme- Safety contests, Award Scheme Support Action Communication Display of safety posters Quarterly safety bulletins Discussion on case studies Reporting A well-formulated accident/injury reporting system exists Whenever required, concerned external agency (statutory authorities) is informed Documentation Design Basis Reports Safety Reports Operating Manuals Technical specifications, etc.

Document Control Documents are Available for users Reviewed periodically & updated Records and information management Database of all accidents/ incidents Management Information System Dissemination of information to all levels of employees Operational Control Safe Operating Procedures (SOP’s) Safe Work Permit system Design and engineering Incorporation of safety requirements at planning stage Scrutiny of Engineering drawings

Purchasing Standardization of specification for materials before procurement Contingency preparedness and response Emergency Response Centre is the nodal center for responding to emergencies Well documented procedures are available Plant personnel are trained in dealing with emergencies Mock exercises are carried out periodically and plans are updated Critical incident recovery plan An emergency procedure of the plants includes the measures for resuming the normalcy 4.5 Measurement and Evaluation Inspection and Testing Safety Inspections, Regulatory inspections ensure Requirement for compliance Internal Audit Safety Inspections and Regulatory inspections are audit based inspections Non-conformance, Corrective and Preventive Actions Safety Related matters are discussed at Various levels for effective implementation. 4.6 Management Review Periodical appraisal of Management by BARC Safety Council

Future Scope Development of excellence in OH & S management through standardization of work procedures by continuous review Development of expertise in safety analysis and safety audit through pooling resources and conducting /arranging specialized training Internal accreditation procedures for the operating plants Conclusion IS 18001:2000 provides guidance to bring the uniformity in respect of OH&S Management in all industrial establishments. Safety requires a structured approach to recognition, evaluation, prevention and control of hazards and development of safety culture at all levels. The contents of IS are comparable with the existing OH&S management system and is being practised at BARC
