Technical Committee Composition: Cross-Cutting Stakeholders – State Agencies and Associations: Departments of Transportation, Energy, and Environment, Utility Commissions, Agriculture, NARUC, NASEO, NCSL, CESA, NGA, ECOS – Federal Agencies: EPA, DOE – Research Organizations: ACEEE, ASE Role: Provide insight and expertise on – Work plan development and direction – Prioritization of policies reviewed – Review and input on metric development – Identification of opportunities to create a broad audience and facilitate buy-in to metrics

Objectives for State Policy Best Practices and Innovation Initiative Identify and quantify impacts of current state EE/RE policies that are: –most effective within policy types (e.g. RPS, Sales tax exemption, etc.), and –most effective policy types (e.g. RPS, Incentives, etc) for achieving particular public policy goals (e.g. local economic growth) Promote understanding of current best policies to foster broader use by more states Engage leading state officials and EE/RE market experts to identify and characterize next generation of innovative policies

Proposed Approach 1.Develop detailed work plan, project team, and technical committee (Sept, 07) 2.Conduct analysis to quantify and characterize policy impacts by type and drivers (Sept ) 3.Conduct sessions at regional workshops and national conferences to identify and share policy best practices and innovations and plan further work (Spring or Summer, 08?) 4.Further develop next-generation innovations and complete policy best practices analysis and documentation 5.Disseminate information on state policy best practices and innovations 6.Provide technical assistance (including peer-exchange) to support policy best practice and innovation application

Project Website Purpose: Disseminate ongoing project information on work plan development and progress toward goals. Create baseline location for further development on dissemination of outcomes. Discussion Questions: 1)Is it useful? 2)Additional dissemination activities (list serv?) necessary?

Policies and Phasing Policy categories developed from DSIRE Database and prioritization based on known data availability and immediate interest and needs. Discussion Questions: Additional Policies? Prioritization changes?

Best Overall Metrics: Driver Focus Discussion Questions: Does it make sense for the policies to be judged based on meeting drivers? Are these the appropriate drivers? What additional metrics (to table) are needed? Which are not needed? Why? Drivers are baselines for basic needs of states.
