3 Drivers for Electronics Stewardship at DOE Executive Order (E.O.) 13423, Strengthening Federal Environmental Energy, and Transportation Management (January 24, 2007) DOE Order 450.1, Chg. 2, Environmental Protection Program (December 2005) Memorandum of Understanding Between the Council on Environmental Quality (CEQ) and Federal agencies, Including DOE (November 2004)

4 E.O , “Strengthening Federal Environmental, Energy, and Transportation Management” Supersedes previous E.O.s. Drives DOE’s Electronics Stewardship Program. Requires Federal agencies to: –Purchase > 95% Electronics Product Environmental Assessment Tool (EPEAT) registered electronics; –Enable Energy Star® features on all computers and monitors; –Extend useful life of electronics; and –Use environmentally sound practices for end-of-life electronics.

5 “Instructions for Implementing Executive Order 13423” Published March 29, Requires partnership in the Federal Electronics Challenge (FEC), or implementation of an equivalent electronics stewardship program.

6 DOE Order 450.1, Chg. 2 “Environmental Protection Program” Defines DOE Electronics Stewardship Program –Modifications anticipated to comply with E.O –Establishes goals for DOE sites to integrate performance-based pollution prevention (P2) into Environmental Management Systems (EMSs).goals –Provides strategies for achieving electronics stewardship goals at DOE sites. –Requires annual reporting of EPEAT procurement and green disposition of computers.

7 MOU to Promote Electronics Stewardship Signed by CEQ and 10 other Federal agencies, including DOE. Promotes common strategies for electronics stewardship across Federal agencies. Commits signatories to: –Procure environmentally preferable electronics. –Enabling electronics power management capabilities. –Recycle and reuse of surplus (end-of-life) electronics.

8 E.O Requires Purchasing EPEAT-Registered Electronics NEW E.O >95% of purchases must be EPEAT-registered. Applies to electronics for which EPEAT standards exist. IT contracts must incorporate appropriate language. IT contracts must address applicable FAR clauses (Note: FAR case is pending). Products should be EPEAT Silver or higher, if available. EXISTING DOE O Requires buying EPEAT registered electronics. DOE Environmentally Preferable Purchasing Program Overview & DOE Acquisition Guide Encourages buying EPEAT- registered electronics. DOE HQ Common Op. Env. Requires buying EPEAT-registered electronics.

9 EPEAT Registration Requirements 51 environmental performance criteria: 23 required and 28 optional. Manufacturers choose tier level for products – Bronze, Silver, and Gold. More than 428 products are currently EPEAT-registered.

10 E.O Requires Enabling of Energy Star® Features NEW E.O Requires Energy Star® features enabled: –On 100% of computers and monitors; or –To maximum degree, based on mission needs. Some electronics may not be eligible to comply. EXISTING DOE O Provides that power management capabilities be enabled on electronics.

11 E.O Requires Policies To Extend Useful Lifetime NEW E.O Extend useful lifetime of electronics to > 4 yrs. Use EPA guidance to improve operation & maintenance. EXISTING DOE O Extend useful lifespan of computers through software upgrades. DOE HQ Common Op. Env. Replace cathode ray tube (CRT) monitors only as needed.

12 E.O Requires Environmentally Sound End-of-Life Disposition NEW E.O Requires environmentally sound reuse, donation, sale, or recycle of end-of-life electronics. –Choose qualified recyclers. –Comply with GSA’s Computer’s for Learning Program (E.O ). –Ensure reuse, donation, sale or recycle of leased IT equipment at end of lease. EXISTING DOE O Recycle post-consumer materials –Recycle end-of-life electronics. DOE CIO Guidance CS-11 (January 26, 2007) Follow specified protocols for clearing storage media, memory devices, and hardware.

13 E.O Requires Partnership in the FEC or Implementation of an Equivalent Program NEW E.O Requires program addressing purchase, operation and maintenance, and end-of- life management for electronics choose either to: –Become FEC partner or –Implement FEC- equivalent program. EXISTING Sixteen DOE elements have become FEC partners. June 2005 Joint DOE Memo from Agency Environmental Executive and Chief Information Officer (IM-1) commits DOE to: –Improve life-cycle management practices of electronics; and –Promote participation by DOE field elements in FEC.

15 DOE Accomplishments in Electronics Stewardship DOE won the 2006 and 2007 Agency Awards for the Electronics Reuse and Recycling Campaign (ERRC) Eight sites won ERRC or FEC Facility Awards between : –Bonneville Power Administration– Strategic Petroleum Reserve –Idaho National Lab– Waste Isolation Pilot Plant –Kansas City Plant – DOE Headquarters –Pacific Northwest National Lab– Lawrence Livermore National Lab Five sites will receive 2007 FEC Facility Awards: –Brookhaven National Laboratory –Pantex Plant –Pacific Northwest National Lab –DOE Headquarters –Idaho National Laboratory

16 What Your Site Can Do To Implement Electronics Stewardship (ES) Request ES training and technical assistance from HSS on requirements and goals. Develop a cross-functional ES team. Set ES goals within your EMS. Utilize FEC resources –Participate in FEC teleconferences.
