4 Origin Origin in Growth and Development Summit [GDS] of 2003 Four themes adopted one of which was ‘More jobs, better jobs, decent work for all’

5 The GDS agreed that the EPWP ‘can provide poverty and income relief through temporary work for the unemployed to carry out socially useful activities. The EPWP will be designed to equip participants with a modicum of training and work experience, which should enhance their ability to earn a living in the future.’ The GDS specified that the EPWP must be “large enough to have a substantial impact on employment and social cohesion, especially for young people, women and the rural poor”.

Roads Pavement Forum (RPF) “Serves as a forum for the exchange of information and technologies, promoting best practice and to facilitate the discussion of issues of strategic importance to the road construction industry”

EPWP is integrated methodology where by : –Creation of assets (infrastructure provision and maintenance) –Training and skills development (all levels) –Job creation (all levels) –Contractor development (CIDB level 1-4) –Sustainability, increase industry skills base

Length of road constructed per year 82% of roads are older than design life of 20 years, 24% of roads have reached more than twice design life – Are we in a crisis ?

More than 36% of road network is heavily congested A further 17% should be considered for capacity upgrading, and are congested during peak hours Congested roads contributing to maintenance problems (e.g. use of gravel road shoulders) and road safety problems Heavily congested roads are generally the older roads which needs rehabilitation *AADT= Annual average daily traffic volume

Additional R5.4bn to Provinces for up- scaling of EPWP from 2007/08 (PIG). Gauteng decision to increase amounts even further from Provincial funding: –2006/2007 amount from R52m to R170m –2007/08 amount from R82m to R262m –2008/09 amount from R103m to R320m – Total R 752m –Further funding bid 09/10 MTEF allocation [ R 1 Bil ?] Up-scaling of EPWP in Roads

THE CHALLENGE
