FOR OFFICIAL USE ONLY 2 Mission  ATEC plans, conducts and reports the results of tests, simulations, experiments and evaluations to decision makers to ensure that our Army’s Warfighters have the right capabilities for success across the entire spectrum of operations.  We perform rapid testing in direct support of the Global War on Terrorism; Warfighter to determine the capabilities and limitations of untested weapon systems issued directly to Soldiers in combat operations.

FOR OFFICIAL USE ONLY 6 Dugway Proving Ground (DPG) ATEC will pick up Security Guard Force for the DPG FY08  Currently funded through ABO, IMCOM, to DPG  Funding & mission to be transferred to ATEC  DPG is staffed with Over Hire (36) and TDA (57) authorizations. This includes current police, security guards, & physical security specialists  New VA Baseline will be conducted to determine Surety staffing requirements in May 2007  ATEC projected requirements:  QPSM Security Guard, 0085 – 75 guards – salary estimate $3.4M  QPSM Gd Trng costs, 20 per year, overtime and TDY est $.2M  QPSM, equipment cost estimates being worked, est $.5M per year  QPSM, Physical Security Specialist, 0080, GS 11/12, 2 each, $157K  Total cost estimated $4.25M QPSM  Facility criticality:  This is an ATEC SURETY facility  This is a Critical Asset Facility in support of the Joint Task List SN  SCA & Garrison Cdr are concerned about separating the guard (75) & police (11)

FOR OFFICIAL USE ONLY 7 White Sands Missile Range (WSMR) ATEC will pick up Guard Force for the Fast Burst Reactor (FBR) at WSMR FY08  Currently funded QLPR/QPSM/VTER through ABO, IMCOM, to WSMR  Funding & mission to be transferred to ATEC  WSMR is staffed Over Hire (38) and TDA (32) authorizations that replaced Soldiers under IMA military to civilian conversion  Requirements:  QPSM Security Guard, 0085 – 70 guards – salary estimate $3.2M  QPSM Gd Trng costs, 20 per year, overtime and TDY est $.2M  QPSM, equipment cost estimates being worked, est $.5M per year  QPSM, Physical Security Specialist, 0080, GS 11/12, 2 each, $157K (TDA shows one as VTER)  Total cost estimated $4.06M QPSM  Facility criticality:  This is an ATEC SURETY facility  This is a Critical Asset Facility in support of the Joint Task List SN  Guard requirement has been validated by vulnerability assessments  NOTE: IMCOM has indicated that Mil to Civ & O/H will not be funded in FY08

FOR OFFICIAL USE ONLY 8 Unresolved Issues  COOP MDEP  Guard transfer issues  QPSM $ to be moved from IMCOM to ATEC  QLPR & VTER associated with this action  At DPG & WSMR police & guard forces are mutually supportive & separation will affect their mission & costs  While not included in the current issue & action:  Yuma Proving Ground (YPG) guards support ATEC test facilities & are currently under YPG Garrison  WSMR North Range contract guard assignment & funding
