Template Briefing on FY14-15 Work Plan Technical Activities Sue Kemball-Cook and Greg Yarwood NETAC Technical Committee Meeting April 22, 2014

Today’s Presentation Update on FY14-15 work plan tasks 1.Conceptual Model Update 2.Emission Inventory Improvement 3.Control Strategy Evaluation Update 4.Ozone Modeling 5.SOF Study in the Sabine Industrial District For each task: –Schedule –Issues for consideration by the Committee 2

Conceptual Model Update Ambient data analysis –To be performed following 2014 ozone season –Different focus from previous studies for ambient data analysis  Examine relationship between weather conditions and Northeast Texas ozone during recent years Modeling episode evaluation –TCEQ has made August-September 2006 episode available to Rider 8 areas –Evaluate utility of this episode for Northeast Texas 3

Emission Inventory Improvement Oil and Gas Emission Inventory Update –Update Haynesville Shale projections and emissions from present through 2020 using drilling/production data through 2013  2012 base year for compatibility with TCEQ modeling –Project conventional oil and gas activity and emissions through 2020 –Start May, 2014 Emission Inventory Review –Review most recent 5-county area emission inventory (2012) and underlying data  Focus on assumptions used to develop oil and gas emissions –Start May,

Control Strategy Evaluation Update To be performed in early 2015 Assess need for revisions to control strategies developed under FY12-13 Work Plan –Changes in regulatory environment –Attainment status 5

Ozone Modeling Improve model performance so that NETAC has two SIP- quality modeling episodes available Start May, 2014 May-June 2005 model –Episode includes types of days that are important at Longview –Overestimate of power plant plume impacts  Review of MM5 meteorological model performance  Will consider running WRF for this episode June 2006 Model –Performing better, but high bias still present  Most pronounced on eastern border of Texas  Affects model’s ability to accurately assess transported vs. local contribution to ozone 6

SOF Study in the Sabine Industrial District Planning to run study in September 2014 Looking to gain additional insights beyond NETAC’s 2012 SOF study In discussions with Eastman about study enhancements 7

Next Steps Quality Assurance Project Plan (QAPP) development for all technical tasks in FY14-15 Work Plan Technical work will begin once TCEQ has approved the QAPPs 8
