REVENUE MANAGEMENT Payment incentive scheme implementation plan

Introduction An accounts payment incentive strategy covering different aspects on how to encourage payment of rates and taxes by customers was developed as per the Revenue Enhancement Strategy implementation plan. As indicated below part of the strategy was approved by Council for implementation. Council at its meeting held on the 05 th June 2014 under item A(4). GOVERNANCE: FINANCE: FINAL REPORT ON THE ANALYSIS AND PURIFICATION OF COUNCIL’S BILLING AND DEBTORS DATA resolved that: (e)a payment incentive strategy, wherein customers will be allowed until 30 September 2014 to make payment arrangements on 50% of their outstanding debt and the other 50% then be written off, be embarked upon; (f)the payment arrangement incentive as per (e) above be payable over a period of twelve months in accordance with the Credit Control and Debt Collection policy and by-law; (g)a public participation process to inform customers about the payment incentive arrangement as per (e) above, be undertaken. An operation themed “ Operation Rand for a Rand – Lishumi eshumini ” is initiated as part of the public participation drive. 2

Conclusion The programme will run for the month of September for processes of registration of applicants. All applications will be captured on the system. Customers who have not applied for incentive scheme and have outstanding accounts will be handed to Debt Collectors. During this campaign customers will also be welcomed to do normal enquiries relating to their accounts Other registrations and / or application for Indigent customers will also be processed during the campaign. “ Operation Rand for a Rand – Lishumi eshumini “ 3
