Established in January 1998 and have been merged with IMPEL in Objective for accession countries : –correct transposition of EC environmental legislation –achieving the practical implementation of this legislation Within the AC-IMPEL project - from 2003 to the following tasks have been carried out: –train the trainers programme, –PEEP reviews, –Institutional reviews, –study tour, –AC-IMPEL members participation in IMPEL plenary meetings After presentation of the final report this Cluster finisched its work.

1th ECENA Plenary Meeting Zagreb, Jan 2006 Cluster 3 Better Legislation The Cluster projects: –1 new project principally adopted in Luxembourg IPPC and the Habitats Directive The cluster concluded that the proposed project should remain with IMPEL as it relates to IPPC permitting and how consideration of the requirements of the Habitats Directive are taken into account. –3 new initiatives Inter-relationship of IPPC and other Directives Developing a Checklist for assessing Legislation on practicability and enforceability Consideration of Incidental releases Next Cluster 3 meeting will take place 10 – 11 April 2006 in Prague
