Project CHARACTER* It was established through a grant awarded by the U. S. Department of Education’s Character Education Program on October 1, 2002 to Community School District 3 of New York City. The grant was developed by James J. Carroll, Ph.D.

Steps of the Public Policy Analyst (PPA) Define the Problem Gather the Evidence Identify the Causes Evaluate an Existing Policy Develop Solutions Select the Best Solution (Feasibility vs. Effectiveness)

Defining the social problem  A social problem exists when at least some members of your school community feel that social conditions are undesirable.  We will first need to select a problem topic and then specifically define a social problem for topic.

Examples of Topics to Analyze discipline problems student achievement participation in extracurricular activities parental and community involvement faculty and administration involvement student and staff morale

Our school will work on at least three schoolwide problems using the CEPPA throughout the school year as follows: (a) discipline problems (September—November) (b) student achievement (December—February) (March—April: one of the following areas) (c) participation in extracurricular activities (d) parental and community involvement (e) faculty and administration involvement (f) student and staff morale (g) Overall improvements in school climate for all students, including students with disabilities (including those with mental or physical disabilities).
