UNCLASSIFIED / FOR TRAINING PURPOSES In the central region, the Operations and Coordination Centers-Provincial (OCCP) have been busy supporting the Afghan National Army (ANA) engaged in seven provinces, as well as the Afghan Uniform Police (AUP) in nine provinces. Based on guidance and directives from the President, as well as joint directives from MOD, MOI, and National Directorate of Security (NDS), coordinated security measures are in place for 9 provinces and 82 districts, which is responsible for a population of 6,298,000. Of the 82 districts, 25 are considered to have a “high threat” level. However, in the remaining districts, the police force is empowered. It can maintain stability while accounting and targeting terror cells. In the OCCPs, the ANA, AUP, Afghan Border Police (ABP), and Afghan National Civil Order Police (ANCOP) join forces to perform security operations without discrimination, while maintaining close, comprehensive and coordinated relations with Coalition Forces (CF). With effective advising by CF Mentors, the OCCR leadership’s guidance and directions has tremendously improved the operational and personnel capacity in the OCCPs, even though there are no CF mentors in provinces like Panjshir, Parwan, Kapisa, Nuristan, Bamyan and Dikondi. Currently, the OCCP Tashkil consists of G2, G3, G4, G6, Air Operations officers and Fire support officers, perpetually conducting their duty through 24- hour operations throughout the year. بشما بهترهویدا است که نیروهای بین المللی طبق توافق دولتین الی ختم سال میلادی افغانستان را ترک می نمایند وما افغانها مکلف به تامین امنیت ومبارزه با تروریزم واجرای عملیات های تصفیوی می باشیم. به منظور اجرای بهتر عملیات های محاربوی ما درروشنی با راپورهای کشفی واستخباراتی پلان گذاری عملیات را انجام داده وحین پلان گذاری مسولین درجه اول اجرای عملیات اعم از پولیس ملی ، اردوی ملی ، امنیت ملی ، نظم عامه وپولیس سرحدی درمراکز هماهنگی تشریف اورده با تشریک مساعی پلان گذاری می نمایند. این روشن است که پلان گذاری عملیات محاربوی مستلزم شایستگی ومسلکی بودن وداشتن ظرفیت خوب درکار است. بدین ملحوظ مراکز هماهنگی ما به ارتقای ظرفیت بیشتر نیاز داشته ولازم دانستیم تا ظرفیت کاری انها به وسیله خود افغانها وبه زبان افغان ها بلند برده شود. هدف ایجاد کورس

UNCLASSIFIED / FOR TRAINING PURPOSES Based on a mutual treaty, ISAF will withdraw the majority of its Forces from Afghanistan in We Afghans must be responsible for preserving peace and halting terrorism through joint security operations in our area. To be successful, we must concentrate on the development of intelligence reporting and operational coordinating between ANA, AUP, NDS, ANCOP, as well as ALP forces in order to expand government influence in the region. It is clear that the operational planning process requires well-trained, professional and capable personnel. Unfortunately, our OCCPs still need further training to become more proficient at their tasks. Therefore, we came up with a plan that allows Afghan staff officers to be trained by fellow Afghan trainers in order to facilitate easier communication and comprehension. Purpose of the course

UNCLASSIFIED / FOR TRAINING PURPOSES 1_ وظیفه مرکز هماهنگی عملیاتی OCC – هماهنگی وتشریک مساعی بین قوت های امنیتی افغان برای تسهیل عملیات های مشترک واجرای عملیات ها. 2_ مراکز هماهنگی OCCS- همانطوریکه از نام ان پیداست مرکز هماهنگی میباشد به مرکز سوق واداره. 3_ مراکز هماهنگی مسولیت دارد تا درتمام تحرکات وفعالیت ها را درساحه عملیات تحت نظرخویش داشته واز ان مراقبت می نماید. 4_ وظیفه دیگرمراکز هماهنگی عبارت از شریک ساختن اطلاعات عملیاتی واستخبارات با ارکانهای ذیربط به منظور ایجاد سهولت درکارها بین قوت های امنیتی. 5_ مرکزهماهنگی زون وظیفه هماهنگ نمودن اوامرمقام قول اردوی 201 سیلاب وقوماندانی زون ساحوی 202 شمشاد ومراکز هماهنگی ولایتی هم عین وظیفه برعلاوه با مقامات ملکی وظایف خویشرا هماهنگ می سازند. 6_ مرکزهماهنگی عملیاتی وقتی با درخواست یکی از قوت های امنیتی ولایات ویا ولسوالی درمورد کمک مواجه میشوند فورا " داخل اقدام شده ومشکل انهارا رفع می نماید. 7_ مرکز هماهنگی زون وولایتی وظیفه ثقیل پرمسولیت تامین امنیت وکوردیناسیون را درهنگام انتخابات ریاست جمهوری شورای ولایتی وپارلمان را ثبت نام رای دهنده گان را عهده داراست. 8_ مراکز هماهنگی ولایتی پلان امنیتی تشریف فرمائی مقامات عالی رتبه دولتی را درزمان سفرکاری شان به ولایات عهده داراست. مختصرنظریات پیرامون وظایف مراکز هماهنگی عملیاتی

UNCLASSIFIED / FOR TRAINING PURPOSES 1.The main purpose of the OCC system is to jointly coordinate efforts between all ANSF forces, and to facilitate the situation to conduct the joint operation. 2.OCCP is abbreviated from its literal meaning as related to the provinces in the OCCR-central region. 3.Task: The OCCPs are supposed to cover enemy and friendly movements, as well as keeping track of operational activities at the province level. 4.Task: OCCs share information on intelligence and operations reports with other provincial units in order to improve coordinated efforts between the ANSF. 5.Task: The provincial OCCs are responsible for providing security during the voting process for Presidential and provincial elections. 6.Task: The provincial OCCs provide security planning and coordination for key leaders and high-ranking official visits throughout the provinces. 7.The regional OCC (OCCR) is the unit that coordinates and develops the orders given by 201 st Corps, and 202 Shamshod to all the provincial OCCs to effectively coordinate both the assigned units and the government. 8.If security units at the provincial or district levels request support, OCCR provides the capacity for immediate and multi-layered responses to addressing security and natural disaster issues. UNCLASSIFIED / FOR TRAINING PURPOSES رهبری مرکز هماهنگی زون مرکز با بدست گرفتن ابتکار تدویرکورس ارتقای ظرفیت توانست با همکاری مشاورین اولین دورکورس تعلیمات مسلکی را از تاریخ (15) میزان الی (18) عقرب به اشتراک 16- نفراز افسران تدویرنماید. این کورس به مدت 21- روز دوام نموده وهرروز شش ساعت درس پیشبرده می شد. از جمله فارغین دور اول کورس تعداد چهار نفر افسران که به درجه عالی درامتحان کامیاب شده بودند درکورس دوم به حیث استاد موظف گردید.

UNCLASSIFIED / FOR TRAINING PURPOSES To improve OCC task execution and personnel training, the OCCR leadership coordinated with its CF mentors to develop the first personnel training and proficiency course ( Foundations Course), which was executed from 6 th October to 8 November, students attended the course that lasted for 21 days, with each day receiving six hours of instruction. From the first group of graduates, four of the students were selected for training the second iteration of the course as trainers due to their overall high performance and test scores. استادان جدیدافغانی با استفاده از تجارب دوستان بین المللی مدت 5 یوم جهت امادگی برای کورس دوم تحت نظر اموزگاران امریکایی مورد اموزش قرارگرفتند بتاریخ 16- جــــــــــــدی الی 4- دلو برای تعداد ( ) از افسران اعم از اردوی ملی پولیس ملی پولیس سرحدی ، نظم عامه ، به وسیله استادان افغانی تحت نظر استادان امریکایی دایرگردید ودرختم کورس برای شاگردان شامل کورس تصدیق نامه ها تعویض ودرمراسم فراغت دور اول ودور دوم رهبر OCCR- - وشخص قوماندان قول اردوی 201 سیلاب وجنرال فکس اشتراک نموده واموزگاران ومدامین رابه فراگیری واموزگارشدن دعوت نمودند وهم از دور دوم کورس تعداد 5 نفر از شاگردان ممتاز بحیث استاد انتخاب ومورد تدریس قرارگرفتند - از جریان کورس های متذکره هیئات رهبر OCCR- بازدیدهایی داشته ومدوامین را به اموزش بهتر ترغیب مینمودند.

UNCLASSIFIED / FOR TRAINING PURPOSES A five-day “Train-the-Trainer” training class was given to the selected personnel. The class was supervised and observed by American Instructors in order to prepare them to train the next iteration of the OCC Foundations Course, which would consist of 19 students from the ANA, AUP, ABP, and ANCOP. The second iteration of the OCC Foundations Course was from 5 January to 23 January 23, The class was primarily taught by Afghan trainers, with some assistance by CF mentors. At the graduation, Certificates of Completion and Appreciation were presented to the graduates and the instructors at the graduation ceremony. During both OCC Foundations Course graduations, the OCCR commander, the 201st Corps Commander, as well as Brigadier General Fox, the Corps commander’s mentor, participated in the presentations. After the ceremony, the class graduates were excited about more training and expanding their skills to the officers at their units. From the second iteration, the top five graduates were selected to participate in the following Train-the-Trainer Course in order to prepare for training of the third iteration of the OCC Foundations Course. During each course training, the OCCR leadership always paid close attention and provided oversight to ensure high motivation and encouragement for additional course training in the future. تدویرکورسهای متذکره محیطی را برای انکشاف همکاری ها میان اردوی ملی ، پولیس ملی ، پولیس نظم عامه ، پولیس سرحدی وامنیت ملی فراهم ساخته وهم تبادل تجارب ایشان ازسطح کاری درولایات بین هم موثر واقع شد. درکورس های متذکره از افسران ولایات کنرها ، ننگرهار، پروان ، کاپیسا، پنجشیر، لغمان ، وافسران زون نمبریک سرحدی ونظم عامه اشتراک نموده بودند. ازدوکورس فوق الذکر تعداد (35) نفر از افسران فارغ گردیده است

UNCLASSIFIED / FOR TRAINING PURPOSES The development of such courses facilitates a learning environment that allows joint capability improvements for all Security Forces such as the ANA, AUP, ABP, ANCOP and the NDS. Additionally it fosters an environment that allows these organizations to share and exchange viewpoints, and experiences, as well as initiate the necessary relationships to develop trust for effective planning and coordination at the provincial and regional level. So far, the provinces of Kunar, Nangarhar, Kapisa, Panjshir, Parwan and Laghman have all participated, to include officers from the ANCOP and ABP Zone 1 Headquarters. To date, the OCC Foundations Course graduated 35 officers, and 9 trainers. Getting Down to Business: the Next Course

UNCLASSIFIED / FOR TRAINING PURPOSES The next course is planned to be conducted at the ABP Zone 1 Headquarters in Jalalabad City from 23 February to 14 th March of The training plan has already been approved. Both the Afghan trainers and materials are prepared to execute the third iteration of the OCC Foundations Course. As with the previous courses, the subjects will comprehensively cover the following: 1.Operational planning 2.INT report analysis and evaluation 3.Radio and communication lessons 4.Computer basic training 5.Map Reading and graphic Legends 6.Equipment maintenance In conclusion, I would like to express my appreciation and gratitude for ISAF, especially the Coalition Forces who trained and supported the Afghan trainers and helped to establish a foundation to significantly develop ANSF security capacity among staff officers. We hope that the international community and its Forces will provide us further assistance to improve our self-training and overall capacity to effectively plan and coordinate with different Afghan organizations.
