SB 2202  Working groups examined current Disposal Reporting System (DRS) & Adjustment Method (AM)  Groups made recommendations to improve diversion rate estimate accuracy  Board approved several recommendations that require DRS & AM regulations revision

SB 2202 Recommendations Requiring DRS Regulatory Changes: Surveys Recommendation Daily surveys of every load, with certain exceptions: Daily surveys of every load, with certain exceptions:  Loads transported in pickup trucks/cars  Small rural facilities Proposed Revision Daily surveys Facilities have option of surveying passenger vehicle and pickup truck loads during standard one-week per quarter survey period Facilities located in rural jurisdictions to survey all loads during the standard one-week per quarter

SB 2202 Recommendations Requiring AM Regulatory Changes: Alternative Adjustment Factor Sources Recommendation Allow use of 1991 city level industry employment data by zip code for 1990 base-year if: Allow use of 1991 city level industry employment data by zip code for 1990 base-year if:  City shows employment trend was increasing. Proposed Revision Population, employment, or taxable sales factor number for year following base-year may be used for base-year factor number if:  Base-year factor number is not available, and  Factor number for year following base-year reflects increased or no growth since base-year
