Agence Nationale des Fréquences Sharing of spectrum in the UHF band Jean-Jacques GUITOT ANFR Sub-Regional Workshop on Transition to Digital Broadcasting and Digital Dividend Belgrade, Serbia; 6-7 October 2011

Agence Nationale des Fréquences Sharing issues MHz (Ch61 to Ch 69) planned for Broadcasting Service in GE-06 Others Services in some countries MHz DD for Mobile Service in European Union Countries Co-channel sharing : large distance for coordination between BS and other services, avoided by EU Countries Adjacent channels compatibility between Mobile / Fixed services and channels 60 and below TV Gu ard ban d Downlink Duplex gap Uplink CH.58CH.59CH.60 1M Hz 30 MHz (6 blocks of 5 MHz)11 MHz30 MHz (6 blocks of 5 MHz)

Agence Nationale des Fréquences Digital Dividend 790 – 960 MHz : Steps for the introduction of Mobile Service in France790 – 960 MHz : Steps for the introduction of Mobile Service in France WRC-07 –5.317A Those parts of the band MHz in Region 2 and the band MHz in Regions 1 and 3 which are allocated to the mobile service on a primary basis are identified for use by administrations wishing to implement International Mobile Telecommunications (IMT). See Resolutions 224 (Rev.WRC-07) and 749 (WRC-07). This identification does not preclude the use of these bands by any application of the services to which they are allocated and does not establish priority in the Radio Regulations. (WRC-07) French national regulatory framework –Within the framework given by Law about the Future of TV, including the question of DD –National Table : allocation of the band to Mobile Service –Public tender for licensing in MHz Band, closed December 2011 –Finance Law : includes procedure for solving interference difficulties encountered by DTT reception Analysis of difficulties –A preliminary theoretical study : Etude sur l’évaluation du risque de brouillage du canal 60 par les stations de base des réseaux mobiles opérant dans la bande MHz ( ) –CEPT Report 30 –Trial in an TV reception area covered by Ch60 Transmission : Laval trial

Agence Nationale des Fréquences The technical issue Wanted DVB-T transmitter Channel 60 Field strength Distance Wanted field strength Interfering field strength Maximum acceptable difference between unwanted and wanted signal Service Area Interference Area LTE TX Channel 60+x

Agence Nationale des Fréquences The Laval trial Channel 60 Laval area Transmitter

Agence Nationale des Fréquences An overview of the theoretical study 40 BTS ERP=10kW; DTT cell radius : 52.4km Blue: Interfering stations Green: Interfered TV receivers Complementary gap-fillers included Simulation by drawing lots

Agence Nationale des Fréquences Some preliminary results Trial conducted within a consortium driven by TDF with Public mobile operators September-October LTE BTS to day; e.r.p. max 64 dBm; the number of BTS will increase and with a traffic rate of 100% To day, few claims (note that many claims are not involving the LTE transmissions) Most difficulties are coming from the amplifier devices and the insertion of a filter in these devices. Result will be published at the end of the trial

Agence Nationale des Fréquences Thank you for your attention
