US Fleet Forces US Marine Corps Forces Bold Alligator 2013 Intent: BA13 will be a synthetic, scenario-driven exercise designed to improve naval amphibious core competency through focusing on the Single Naval Battle concept and refining Expeditionary Strike Group Two (ESG-2), 2d Marine Expeditionary Brigade (2d MEB), and a [HST] Carrier Strike Group (CSG) staffs' ability to plan and execute MEB-sized amphibious operations from a seabase operating in a medium threat anti-access area denial environment. –For the purpose of exercise BA13, an area denial threat includes a set of hybrid capabilities ranging from coastal defense and anti-ship cruise missiles, mines, limited fixed wing attack aircraft, and fast attack craft/fast inshore attack craft, and improvised explosive devices. The threat will adapt to U.S./multi-national operations and challenge our dominance in the littorals. These threats, when dispersed throughout the joint operating area/area of operations/amphibious operations area, have the capability of integrating conventional and irregular effects at critical times and locations to produce sufficient and sustained combat power that will require an integrated response to ensure friendly freedom of action. Focus Areas (include, but not limited to): –C2 relationships throughout all phases of operations –Naval staff integration –Force apportionment and employment –Examination of current C5I capabilities –Load Planning –Assessment of Naval Amphibious capabilities, doctrine, TTPs UNCLASSIFIED 14

US Fleet Forces US Marine Corps Forces Bold Alligator 2013 End State: An improved set of Naval Amphibious capabilities within the context of the Single Naval Battle construct Exercise Objectives: 1.Continue to enhance the relationship between II MEF and the Atlantic Fleet to maintain an optimum Naval operational capability 2.Demonstrate effective command, control, integration, and interoperability with joint, multi-national, and interagency elements in large-scale amphibious operations 3.Demonstrate capabilities and potential for naval and joint force projection and sustainment from a Seabase while identifying associated Doctrine, Organization, Training, Material, Leadership and Education, Personnel and Facilities deficiencies, and implications these deficiencies pose to naval forces 4.Continue to refine supporting/supported command relationships and composite warfare doctrine for amphibious operations within a joint campaign 5.Integrate complementary experimentation and other initiatives to enhance future naval force capabilities with minimal impact to training UNCLASSIFIED 15

US Fleet Forces US Marine Corps Forces 2D MEB Training Objectives Conduct integrated (ESG/MEB) planning and execution of an amphibious operation in an area denial (AD) threat environment to improve naval amphibious core competency –Develop a Landing Plan that employs combat organized forces ashore in support of the scheme of maneuver –Develop and validate load plans for the Landing Force to include submission of MDSS II data and TPFDD to validate the JOPES process –Refine supporting/supported command relationships for amphibious operations within a joint campaign –Plan and execute ship-to-shore movement –Validate 2d MEB SOP for Amphibious Operations Plan integrated Amphibious Task Force, Landing Force and supporting Naval and joint forces solutions to conduct forcible entry/counter anti- access/area denial (A2AD) Exercise command and control of MEB forces from the Seabase –Synchronize fires with maneuver –Plan the continuation of operations ashore to include C2 of forces –Plan and execute transition of the MEB C2 from afloat to ashore if required Plan and execute logistics/sustainment of the Landing Force from the Seabase UNCLASSIFIED 17

US Fleet Forces US Marine Corps Forces HST CSG Training Objectives Plan and conduct command of multiple carrier strike groups in a multi-threat environment with a multi-national naval force in a joint operation utilizing appropriate C2 systems and networks –Validate CSG Staff’s ability to effectively plan, integrate and lead multi- national forces –Validate CSG Staff’s ability to integrate with joint processes Plan and conduct integrated operations with a Theater ASW Commander in a multi-threat environment maintaining required levels of sub-surface situational awareness to enable power projection and protection of the Seabase.
