The Land Staff / L’état-major de l’Armée de terre CFB SHILO RECREATIONAL FACILITY NPF GRANT REQUEST BACKGROUND –CFB Shilo (semi-remote community), Sub-optimal basing solution –QOL is the issue. –2 PPCLI move creates additional NPF pressure. –No leisure and recreational facilities exist except for Shilo Golf and Curling Club (SGCC). –Closest civilian facility capable of providing same type of functions as SGCC is a 30 min drive from CFB Shilo. –SGCC instrumental in providing QOL to Community. –Plan to rebuild SGCC into community-wide facility.

The Land Staff / L’état-major de l’Armée de terre CFB SHILO RECREATIONAL FACILITY NPF GRANT REQUEST 2 PPCLI MOVE IMPACT –LFIM will increase Shilo population by 40 %. –IAW PSP programmes, both soldiers and families deserve an appropriate level of community/leisure activities/facilities –LFIM given significant support from the Centre in terms of O&M and capital expenditures to accommodate 2 PPCLI. – Decision requires the same level of support from Non Public funding.

The Land Staff / L’état-major de l’Armée de terre CFB SHILO RECREATIONAL FACILITY NPF GRANT REQUEST CONSTRUCTION PROJECT (General) –CPFSA reviewing plans to build Community Centre to accommodate the MFRC offices, Daycare centre, teen centre, community library, Base newspaper and deployment support centre. – ADM(IE) given funds in new budget allocation. –CFB Shilo needs an all ranks facility as well as appropriate sports and recreation facilities to meet the needs of the Shilo community. SGCC has fulfilled part of that role for decades but is now beyond economical repair and needs significant investment. –Initial plan was to rebuild a new Recreational Facility at a cost of $700K. –To reduce costs, Army Construction Troops involved as value added training exercise and scale of building reduced. –Revised cost $550K. –CFPSA reviewed building plans: support scope and design as conservative.

The Land Staff / L’état-major de l’Armée de terre CONSTRUCTION PROJECT (Finance) –Compt LFC/CFPSA staffs reviewed project: CFB Shilo cannot afford the full loan of $550K. –CPFSA independent review and financial forecast assessed as realistic. –Full loan will impose unaffordable payments and result in future year drains on the base. –Impact of loan should not be detrimental to other Base personnel support programs. –Reality of deferring full funding to a loan will only mean that the Army will come back to BoD asking for a loan write-off request in a few years. –Given the current CFB Shilo NPF financial operations and taking into consideration impact of 2 PPCLI move, CFB Shilo could afford a loan of $300K. –Remainder, $250K, requires grant approval. The Land Staff / L’état-major de l’Armée de terre CFB SHILO RECREATIONAL FACILITY NPF GRANT REQUEST FINAL COMMENTS –Jan 03 BoD mtg reviewed policy on grants, acknowledging consideration for specific circumstances for special interest facilities. –Grants for special interest facilities have been dismissed in the past as not serving the entire community: Proposed facility purpose and design is indeed all ranks oriented to cater for the entire Shilo community. –I firmly believe the Shilo project will address QOL issue. –To optimize revenues, we must initiate construction soon. DECISION REQUIRED –Approve CFB Shilo funding approach with a grant of $250K; and –Note that an application for a loan of $300K will be made to CFPSA.
