Juvenile Justice in ASEAN member states and cross border dilemmas

3. And those who are not, mostly committ less serious crimes Philippines: 68% Singapore: 63% Thailand: 45,51%

The Legal Frameowork is improving – implementation is the new challenge All states have, or will soon have, a distinct legal framework for juvenile justice 7 out of 10 states have legally recognised diversion procedures Brunei: 90% solved without legal proceedings Philippines: 39% diverted children deprived of liberty at any given time

5. Rights denied?
