School Plan Requirements All Tennessee schools MUST have a school improvement plan (T.C.A. §49-1-613) Annual requirement Must include specific data, strengths and weaknesses and strategies to improve Must include methods for measuring improvement All Title I school-wide schools must annually develop a plan that addresses ten specific plan components (ESEA §1114) All Title I targeted assistance schools must annually develop a program that addresses eight specific components (ESEA §1115)
Meeting School Plan Requirements Title I schools MUST submit school improvement plans in ePlan Non-Title I schools MAY submit school improvement plans in ePlan If ePlan is not used, plans must include a needs assessment and prioritized goals, strategies and action steps Wchool-wide or targeted components are not necessary ePlan will be required for non-Title I schools in 2016-17 ALL plans must be reviewed by the principal ALL plans must be reviewed and approved by the LEA
2015-16 School Plan Important Dates August 14, 2015 (COMPLETED) All 2014-15 school-level achievement and accountability data uploaded to ePlan November 15, 2015 All school plans (Title I and non-Title I) must be finalized by schools and ready for LEA review December 15, 2015 All school plans (Title I and non-Title ) must be approved by LEA LEA School Assurances completed in ePlan for ALL schools
ePlan Users and Roles Necessary user roles maintained by TDOE LEA School Plan Reviewer LEA user responsible for approving ALL school plans in the LEA User Access Administrator LEA user responsible for setting up and maintaining ALL school plan users in the LEA Necessary user roles maintained by the LEA School Data Entry School-level user who can edit one or more school plans within the LEA (school assignment is determined by the User Access Administrator) School Plan Reviewer School-level user who is responsible for reviewing school plans prior to submission for LEA approval (must be the school principal)
Accessing School Plans in ePlan On the left navigation menu, click “Planning”
Accessing School Plans in ePlan The LEA and School Planning page will default to “2016” All schools in the LEA will be listed and are active links to each school plan
Accessing School Plans in ePlan In order to begin entering data in the school plan, click “Draft Started” from the School Plan Sections page
Components of a School Plan School planning team Comprehensive needs assessment that includes Summary of accomplishments and what is working Accountability data Academic data College/Career readiness data School climate and culture data Additional Date Prioritized list of needs Prioritized goals and strategies School-wide/targeted assistance plan components
Comprehensive Needs Assessment Prior year data has been uploaded for: Accountability Academic College/Career readiness School climate and culture 2014-15 data has been uploaded for School climate and culture (attendance and discipline only) School data entry required for additional areas Staff characteristics School data
Comprehensive Needs Assessment For each accountability, achievement, and college/career ready data table, the schools must: Analyze the data Provide a summary of progress and challenges Identify the underlying reasons for progress and challenges Cite specific examples where possible School climate and culture data must be summarized considering differences in subgroups where relevant Additional data requires consideration of areas such as: RTI2 Professional development Parent and community involvement
Comprehensive Needs Assessment Prioritized list of needs Schools must identify the top 3-5 areas of needs identified through the needs assessment Prioritized needs are the most critical areas for work and will be the basis for creation of prioritized goals, strategies Needs must be reasonably addressed in the 2015-16 school year ePlan provides guiding questions and text boxes for all required responses within the needs assessment Text formatting, such as bold, underline, bullets, etc. are available Copy and paste function from other documents is available
Prioritized Goals and Strategies Goals must be SMART Schools will inherit the LEA goals and strategies to ensure alignment between the LEA plan and school plans Schools “extend” the LEA goals and strategies to enter school-specific goals and strategies
Prioritized Goals and Strategies Schools can mark LEA goals or strategies as “Not Applicable” Click the “Mark Goals and Strategies Not Applicable / Show Hidden Goals and Strategies” box to allow for the option to mark goals and strategies as not applicable
Creating Action Steps Schools must create action steps for all strategies Action steps provide details regarding implementation of the strategy Benchmarks must be identified to describe how progress will be measured The person responsible for the action step must be identified An estimated completion date must be provided Funding source(s) may be identified for action steps School-wide or targeted assistance plan component relationship may be identified for Title I schools
Title I Plan Components Title I school-wide and targeted assistance components must be addressed within the plan
Title I Plan Components If a component relationship is made to an action step, the goal, strategy, and action step will be displayed under that component item—no explanation is required
Title I Plan Components If no component relationship was made within an action step, an explanation is required to demonstrate how the component is being met All components must be addressed with either a component relationship or an explanation within the text box Schools must check each box to indicate “Component Met” before the plan can be marked “Draft Completed”
School Plan Related Documents Schools may upload any pertinent documents to support the plan within the “Related Documents” section
School Plan Approval When all school plan sections are completed, the plan status is changed to “Draft Completed” School principals (School Plan Reviewer role) must review plans marked “Draft Completed” School plan checklist is utilized to mark sections “OK”, “Attention Needed” or “Not Applicable” Sections marked “Attention Needed” will allow for comments between the principal and school-level users Once all sections are marked “OK” or “Not Applicable”, the principal changes the status to “LEA School Plan Reviewer Approved”
LEA Plan Approval LEA-level users will review all components of the plan to ensure the plan is comprehensive and meets all requirements The school plan checklist will utilized just as it was during the LEA plan review, allowing for necessary corrections to be made at the school-level When all sections are marked “OK” or “Not Applicable” on the checklist, the plan status is changed to “LEA School Plan Reviewer Approved”
