DOE Consolidated Audit Program Don Dihel, CHMM Portsmouth/Paducah Project Office 2015 Paducah Site Status Report September 15, 2014 ASP 2015 Workshop

Site Background 3,556 acres total > 500 structures / facilities 4 main process buildings 1,760 process components Groundwater source contamination Soils remediation Future D&D Pump-and-Treat optimization

Paducah enrichment and support facilities were leased to USEC Inc. in In April 2014, USEC stopped enrichment operations. In August 2014, USEC formally submitted a letter to PPPO announcing its intention to return its leased facilities, including PAL, back to DOE.

Paducah Gaseous Diffusion Plant Contractors Swift and Staley Team Teaming partners of Swift and Staley Mechanical, Wastren Advantage, Incorporated, and Northwind. Responsible for Facility Support Services at the Paducah Gaseous Diffusion Plant in Paducah, Kentucky. Contract ended March 2015, but extended. Won contract for 3rd time. Awaiting Notice To Proceed to start 60 day transition to new contract.

Paducah Gaseous Diffusion Plant Contractors Flour Federal Services (FFS) Teaming partners of Fluor, Los Alamos Technical Associates, and Chicago Bridge & Iron. FFS is responsible for the management, integration and execution of the deactivation and post-GDP shutdown remediation activities at the Paducah site. FFS is assumed responsibilities for enrichment and support facilities in October, FFS supports DOECAP.

Project Scope PERIOD 1 Task Order Implementation Period PERIOD 2 De-Lease Planning & Transfer Period NTP Transfer of GDP End of Current Remediation Contract End of Task Order Deactivation Project Timeline July 2014July 2017October 2014July 2015 PERIOD 4 Post-GDP Shutdown Environmental Remediation Services Period PERIOD 3 Facility Deactivation & Infrastructure Optimization Period Future D&D

Accomplishments Deactivation and Environmental Remediation Drained, packaged, and shipped lube oil from process buildings some of which will be reused as a cleaning agent. Began removal of R-114 refrigerant from the gaseous diffusion plant for safer deposit removal activities. Two of the ten systems that will remove uranium deposits from the gaseous diffusion plant, the first of their kind, are on site. Completed switchyard consolidation to better suit the changing needs of the plant site. Identified 11 facilities for D&D to support footprint reduction. Deep soil mixing to remove TCE contamination from soil is more than 50% complete.

C-410/420 Demolition Demolition of the 116,000-square-foot C-410/420 Feed Plant was completed on May 14, ,600 panels of cement asbestos siding and 9,000 feet of pipe are among the more 4,700 tons of waste safely removed prior to demolition.

C-410/420 Demolition Constructed in 1956 the C-410/420 Feed Plant was used to produce uranium hexafluoride (UF 6 ) for uranium enrichment in the plants cascades. The 85-foot tall Feed Plant began demolition in 2011 with the ~30,000-square-foot Eastern-Third. Crews had to remove system piping and other equipment prior to the final stages of demolition in 2014.

C-410/420 Demolition Wastes were loaded into 114 rail-cars and shipped to Clive, UT, including over 110,000-square-feet of building material. The amount of waste generated from decontamination and demolition would cover one football field 15 feet deep.

C-410/420 Demolition

Fissile Deinventory Developed program to handle fissile material as part of the fissile deinventory project. Over 100 people were trained to safely remove fissile material in facilities that have ceased operations. Almost 230 pieces of fissile waste from the C-720 Maintenance and Stores building have been removed. 162 total containers of waste have been generated.

Waste Management FY15 Waste Management Dispositioned more than 160,000 gallons of lube oil from the process buildings Dispositioned more than 25,000 gallons of PCB transformer oil from Building C-337 Developed four authorization limit packages for offsite treatment/disposition of lube oil and PCB transformer oil; and Performed a paper and site Audit of the Veolia Incinerator Facility in Port Arthur, Texas.

FY 2016 Planned Work Continue Uranium Deposit Removal Continue Deactivation: Refrigerant Lube Oil Utility Optimization Small, unused facility D&D Pump-and-Treat Operations Southwest and Northeast Plumes Regulatory documentation of the On-site Waste Disposal Option Waste Management and Removal from several facilities and areas

Waste Generation The lube oil removal project has shipped almost 200 tons of waste offsite in tanker trucks. An additional 160 tons of PCB oil from PCB transformers have been remove and shipped offsite in containers. Removal of theses wastes are crucial to moving forward with future D&D activities.
