2 June, 2016TFEIP Combustion & Industry Expert Panel 2 TFEIP Expert Panel on Combustion and Industry Annual Meeting, Larnaca, 10 May 2010 Draft Agenda 15:00 Opening by the co-chairs 15:05Overview of EP activities in :20Guidebook maintenance & improvement 15:50NMVOC from solvent use 16:20Industrial emission inventory improvement: case study Belarus 16:40Non industrial combustion plants pilot study 17:00Diffuse PM emissions 17:20Work plan and prioritisation for :50Any other business 18:00End of meeting

2 June, 2016TFEIP Combustion & Industry Expert Panel 3 Guidebook The C&I Expert Panel adopts the revised chapters 1.A.1, 1.B.2.a.iv and 1.B.2.a.v where changes have been made following comments by CONCAWE We support the idea of including specific methods used by countries in the Guidebook where appropriate. Will be liaised with the development of the Emission Factor Library Internet forum would be a good way to exchange information

2 June, 2016TFEIP Combustion & Industry Expert Panel 4 Solvent use Norway is working on a study to try and develop methods applicable to other countries from their detailed NMVOC product register. The Expert Panel greatly acknowledges this effort. This work will be continued in cooperation with the Expert Panel, keeping in mind that the availability of activity data is a major issue for many countries

2 June, 2016TFEIP Combustion & Industry Expert Panel 5 Industrial emissions Belarus presented new developed methodologies and projects concerning Nickel production Cast iron production Cement production Lime production The Expert Panel thanks Belarus for this contribution and will consider the methodologies and results for inclusion in the Guidebook.

2 June, 2016TFEIP Combustion & Industry Expert Panel 6 Non-industrial combustion plants In Italy (Genoa NUT3 area), a pilot study was conducted to estimate emissions using a detailed methodology (Tier 3) for the non-industrial combustion (SNAP 02) with the following steps: Elaborate total fuel sold from statistical sources Compute energy requirements on climatic areas by energy models based on temperature models and census data about fuel use Compare energy requirements with fuel sold Use census data and/or specific survey for fuel/technologies allocation (promote more detailed census data sheets) A Tier 3 tentative methodology will be developed next year for discussion in expert panel, and perhaps a national case study will be realized

2 June, 2016TFEIP Combustion & Industry Expert Panel 7 Diffuse PM emissions PM emissions are underestimated in emission inventories. A significant part of these may be related to diffuse emissions, e.g. storage, handling and transport of materials. Currently the methodologies for these sources in the Guidebook are scarce. A lot of detailed (Tier 3 like) methodologies are available from US EPA AP 42 but specific procedure must be elaborated for derive Tier 1 and Tier 2 emissions factors A Tier 3 tentative methodology will be developed next year for discussion in expert panel

2 June, 2016TFEIP Combustion & Industry Expert Panel 8 Work Plan 2011 Solvent use: continue the work that Norway has started Aim to improve the GB, but taking into account the limited availability of activity data in many countries Industrial emissions Initiate/renew contacts with energy & manufacturing industry; check if/when new information will be available Workshop to discuss the needs from compilers and what industry can do to help improving New detailed (Tier 3) methodology for non-industrial combustion plants Develop methodologies for estimating PM from diffuse sources Improve industrial chapters with Belarussian contributions Unfortunately, many of the actions are depending on the limited availability of funding to the C&I Expert Panel!!!
