Objectives and Content Objective of Session 3: Training participants understand the formulation and management process of the CPDP. Content: 1. Background information 2. Formulation and management of the CPDP 3. Q&A 1

2 Relationship among Guideline, Manual, and Training Materials The revised guideline on the CPDP is an official document confirmed by the Inter-Ministerial Prakas 3514 in October The revised manual on the CPDP is prepared to help stakeholders based on the revised guideline in Training materials are prepared to help stakeholders learn selective important points through exercises. The materials are made based on the revised manual.

3 Nine (9) Principles for the CPDP The CPDP is formulated based on the following principles. Information sharing Transparency Consistency and harmonization General consultative participation Responsiveness to the needs Democratic accountability Socio-economic effectiveness and accuracy Ensuring sustainability of natural resources and the environment Ensuring equity

The BOG evaluates the result, achievement, and impact of the implementation of the CPDP in the last six months of the council mandate.

38 Step 3: Approval and dissemination of the CPDP Tasks after the C/P council meeting (continued) 1) Revision of the draft CPDP The BOG revises the draft CPDP based on the guidance of the C/P council and submits the draft CPDP to the C/P Governor for review. Then the C/P Governor sends it to the NCDDS. 2) Conformity check on the draft CPDP The NCDDS copies the draft CPDP and sends it to the MOI, MOP and MEF. Review and comment on the draft CPDP is conducted within 30 days starting from the day of receipt of the draft CPDP from the C/P Governor. If there are suggestions to modify the draft CPDP by the MOI, the C/P BOG revises the draft CPDP in accordingly, and submits it to the C/P council for review and re-approval of only the modified parts.

39 Step 3: Approval and dissemination of the CPDP Tasks after the C/P council meeting (continued) 3) Decision on the promulgation of the CPDP After receiving the approval from the C/P council, the BOG shall formulate the decision on the promulgation of the CPDP and submit it to the C/P council chairperson to sign. If necessary, the C/P council can revise the CPDP during the implementation of the development plan based on the request of the BOG.

40 Step 3: Approval and dissemination of the CPDP Sub-Step 3-2 Publication and dissemination of the CPDP book Publication of the CPDP book The BOG arranges the publication of a CPDP book. The book shall be kept at the C/P Hall and the C/P Department of Planning and sent to the MOI, MOP, MEF, and other relevant stakeholders Dissemination of the CPDP book The C/P council advices the BOG to widely disseminate the content of the CPDP to residents and relevant stakeholders. The dissemination of the content of the CPDP shall be conducted through various ways such as the mass media, dissemination meetings, and information boards.
