Why a content database?  Need of the market Press cutting agencies need the content Each PCA get content from providers or scan  Opportunity for the rights holders and collective management organisation Alternative to agregators Reach international markets  Adding value for the rights holders Enhance licensing activity and licensing revenue Control of content delivered Extra services for publishers CFC has been licensing digital uses of press cutting to Press cutting agencies and their client for 10 years. This sector generates today 10M€.

A pilot project run in collaboration with all the stakeholders Partners in the pilot NLA, technical operator Publishers(Le Monde, Les Echos, Le Figaro, L’Express) Press Cutting agencies (Argus de la Presse, Explore, Kantar et Press Index) Stages Building a French environment Validate process to integrate titles Elaborate cutting rules Set up checking and escalade proxcess Validate content format and delivery process with PCAs Draft contracts Further to a study on different solutions available on the market, the eClip platform proposed by the NLA appeared to offer the most relevant and reliable service for the French market.

Business model  Licence agreement with NLA  The main beneficiaries (PCAs) finance the platform Subscription to access the service Flat fee + fee per title Fee per title calculated according to the real process cost Each PCA pay only a share of the process fee  Publisher would pay the process fees to integrate a title, which is not subscribed to by publishers  Free services for publishers
