European Institute of Public Administration (EIPA), Maastricht © E.Best, EIPA, 2007 Specific background information The European Union Public Administration Network (EUPAN) has been concerned with the issue of the European social dialogue for central government administrations since the early 1990s At the beginning of 2008 EUPAN, together with the Trade Unions’ Delegation for National and European Administration (TUNED), entered a new stage On the basis of the rules of procedure and the work programme agreed between EUPAN and TUNED a two- year test phase began on 1st January 2008 The aim of the test is to reshape exchanges between the social partners by experimenting new forms of relations between them, similar to those in the sectoral social dialogue committees

How can we characterise the quality of relations between the actors (among ‘social partners’; with the European Commission)? To what extent do these developments improve efficiency and are appropriate to achieve the objectives?
