CRACOW SYMPOSIUM October 13 – 14 th, 2006 WHP IN BULGARIA: ON THE THRESHOLD OF EUROPEAN UNION – WHP PROGRESS AND PROGNOSIS WHP IN BULGARIA: ON THE THRESHOLD OF EUROPEAN UNION – WHP PROGRESS AND PROGNOSIS Development of Structures for dissemination of good practice in the field of WHP in the acceding and applicant countries – Dragon Fly Dr. Zaprian Zapryanov, NCO of ENWHP for Bulgaria, National Centre of Public Health Protection, Sofia

NATIONAL POLICY: Gudelines up to 2006 – wellness at work and WHP, control over the realisation. Pact on the economic and social development of Republic of Bulgaria up to year 2009 LEGISLATION: Good legislation concerning OHS and WHP – unsatisfactory level of local implementation WORKPLACE AND OCCUPATIONAL RISK ASSESSMENT AND MANAGEMENT: 1999 – 2006 successful development, participatory approach OCCUPATIONAL HEALTH SERVICES: above 750, in market conditions – active – postgraduates in “occupational medicine” OFFICIALLY CANCELED WRONG PRACTICE TO COMPENSATE THE STAFF WORKING IN DANGERONS FOR HEALTH AND SAFETY CONDITIONS?

WHP IN POSTGRADUATE SPECIALISATION OF PHYSICIANS ON “OCCUPATIONAL MEDICINE” HP AND WHP PRINTED MATERIALS: BEI “OH. WHP”, publications in journals “Healthy and Safe Work” and “Social Medicine”, Handboock on WHP v.2, editions of ENWHP WHP IN PRESENTATIONS AT CONFERENCE (Sofia, March 2006; Pleven, October 2006) WHP IN PUBLIC EVENTS: OSHA Day 25 th October, OSHA initiative “SHWP in SME”, ENWHP Seminar

PROGRESS: PROBLEMS : ♦ appropriate model for WHP implementation in companies (“Energia” Ltd), reported at Linz WHP conference (June 2006) ♦ WHP colloquies on WHP with heads of OHS ♦ organizational culture of managers and staff ♦ socio-economic – intercompany run up debts, irregular payment of low level salaries, difficulties in business environment – gray economy ♦ political will

It is not possible to predict fast development in WHP implementation and practice (problems with culture, resources). WHP large implementation will be a function of:  economic growth  EU influence on political, cultural and social development (democracy, partnership, CSR)  new style of education and training of young people  materials and MOGP availability, Social Marketing  identification, education, professional career and activity support of leaders in WHP

 Formative support and evaluation.  Political impetus – stakeholders collaboration  Sense of unity and use of EU MOGP  Credible and convincing social marketing
