Low Emission Strategy Toolkit

Definition “A package of measures to help to mitigate the transport impacts of development by accelerating the uptake of low emission transport fuels and technologies in and around new developments”

Using Section 106 Agreements PPS23 Annex 1: Pollution Control, Air and Water Quality Planning Obligations ‘not appropriate’ to use planning conditions to address the impact of a proposed development Uses of Section 106 Agreements: Improve air quality Make other environmental improvements before a development goes ahead or offset the subsequent environmental impact of a proposed development In particular – ‘the purchase, installation, operation and maintenance of air quality monitoring equipment or provision of other assistance or support to enable authorities to implement any necessary monitoring or other actions in pursuit of an Air Quality Action Plan’.

S106 difficulties By kind permission of Andrew Whittles No pie was harmed or injured in this presentation

Chaos

Delivering Low Emissions By Planning Conditions By Mitigation specified measures within S.106. Use of funding from S.106 AQ contribution to deliver the Air Quality Action Plan

Example of Mitigation Measures Achieved via Section 106 Agreements Construction Stage measures incl.fleet/NRMM Car clubs Restricted parking provisions/Zero parking Differential parking charges Electric Charging points Delivery Fleet measures CHP Secure cycling provision Grants towards retro-fitting exhaust abatement Travel plans Bus Fleet/council fleet upgrading Low emission travel incentives Etc., Etc.

Low Emission Schemes via S106 All Development in excess of 10 residential units or commercial development over 500 sq.m. subject to a LES strategy of varying complexity and standards.

Financial Contributions: Using Supplementary Planning Documents (SPD)s Helps to strengthen development and delivery of LES Provides advice on how contributions will be assessed and the process by which contributions will be sought

Greenwich’s S106 AQ Income Projected Income £2,102,657 Invoices raised £679,997 Received £551,997 Spent £255,506

Expenditure Predominantly until 2008 on Monitoring network (12 Automatic stations running costs covered to 2012) Emphasis on early S106s on “Environmental Monitoring” Now on delivering Air Quality Action Plan.

Commitments Electric Charging Points Public realm £80K Electric Charging Points Royal Arsenal £25K Electric Charging Points Royal Academy £15K Biomethane Infrastructure £50K Replacing AQ van (low/zero emission) £30K LES project £20K

How effective are LES measures in reducing emissions, improving health and what is the cost/benefit? Difficult to assess risks and benefits of mitigation or compensating/offsetting measures due to lack of robust data

Assessment of Benefits Project

Background New developments can increase the risk of exposure to key pollutants and emissions of greenhouse gases due to changed transport flows or new activity. Opportunity during the planning process to mitigate these risks – i.e. AQAPs, S.106 Agreements, SPD contributions. Evidence based approach to developing and implementing planning policy, the LES-AoB project will quantify the impact that LES measures can have in minimising and mitigating the impacts related to development. Robust quantitative conclusions will assist LAs in assessing the benefits of LES as part of the AQAP

Low Emission Strategy ToolKit Two components: 1. Assessment of Benefits 2.Vehicle Emission Toolkit

Aim 1 – Development control Establish - a LES Toolkit for LAs in association with developers, to appraise emission reduction options Goal - is to quantify baseline emissions of NO X, PMs and CO 2 associated locally with developments and total emissions from vehicles associated with the developments Produce - emissions data with lower emitting vehicles and options substituted. Quantification - of health benefits and damage costs Inform - further development of planning obligations and S.106 contribution formulae

Aim 2 – LA Fleets Data and tools assist LAs to develop LES to reduce emissions from their own fleets and activities. Achieve emission reductions and National Indicator targets Build on existing work Enable LAs to confidently develop LES, with evaluated knowledge of their impacts and allow for standardisation

Funding Estimated Project cost - £125,000 for Assessment of Benefits and Vehicle Emissions Toolkit Contributing Authorities: Wigan Sheffield Leeds Wandsworth Greenwich City of London Hillingdon

Commissioning of Project –Expressions of Interest received –DEADLINE 26 August –8 received –Tender: End 2009 –Report: Spring 2010 –Dissemination: Spring 2010

Conclusion Toolkit to dispel “back of a fag packet” mitigation Defensible in discussion with Developers (particularly relevant in the “Credit Crunch” age)
