  Authorizes SBE to amend Special Program indirect cost rate  Repeals 18% cap on use of SCE funds for DAEP  Allows districts to charge for student transportation  No funding for declining ADA  No funding for declining property value  Set Equalized Wealth Level at $339,950 in for districts at $1.17  Repeals the gain limit Senate Bill 1
