Chemical Biological Defense Acquisition Imitative Forum (CBDAIF) Briefing to NBC Industry Group 19 June 2014

CBDAIF Organization National Defense Industrial Association (NDIA) Industrial Committee Consists of senior executives from NDIA Corporate Member defense Industry producers of chemical-biological defense capabilities and providers of chemical-biological defense related services. Each member of the CBDAIF represents a discipline or sector of the chemical-biological defense community as described above. Members serve for two years, with approximately half changing each year to maintain continuity. Because the objective of the CBDAIF is the open exchange of Government and Industry views, Government attendance and interaction is vital. The Chairman may issue invitations to various Government organizations to request Government attendance at the CBDAIF, consistent with the DoD Joint Ethics Regulation

CBDAIF Mission Mission: To provide a forum for the open and candid exchange of Government and Industry views related to the Department of Defense chemical-biological defense mission area. Specific objectives include: –Review and discuss Government chemical-biological defense acquisition policies, procedures, and actions. –Report on the health of the various sectors of the chemical-biological defense industry. –Identify impediments to sustaining a responsive chemical-biological defense industrial base. –Provide a platform for identifying issues related to the chemical- biological defense life-cycle, from development through disposal

CBDAIF Compliance What CBDAIF is NOT: –Business Development Discussion Forum ABPIs, Website and other venues are appropriate –Venue for Specific contract out-brief sessions for industry – governed by FAR CBDIAF must follow tenants of Federal Advisory Committee Act (FACA) and DoD Ethics Regulations –CBDAIF not an official group under FACA –DoD applying strict compliance with FACA for groups that are not officially sponsored by the government No consensus advice or recommendations resulting from group deliberation or interaction is expected. The intent is to share an open exchange of information or viewpoints between attendees rather than to formulate collaborative advice, opinions or recommendations from the CBDAIF acting in a collective mode

CBDAIF Focus Provide industry strategic views and opinion on targeted issues within JPEO acquisition processes, policies and procedures. Provision of candid feedback from the government to industry on generic performance and procurement issues.

Meeting Structure Industry represented by CBDIAF Sector Leads The CBDAIF Sector Leads will meet three times yearly to discuss topics of interest with the Joint Program Managers. –The JPM meetings will be conducted by the CBDAIF chair and the JPEO Plenary session held annually during which the CBDIAF will: –Receive “Health of Industry Base” reports from each of the CBDAIF sector leads for their particular sector. –Open unstructured discussion session with JPEO CBD

Topics for CBDIAF Comment Solicited from CBDIAF members within the chemical- biological defense community for study and development of a report of industry views to the JPEO on major trends and issues. Specific focused topics of interest are also identified by the JPEO and JPMs for which they would like industry comments. Industry is asked for input both before and after meetings through CBDAIF Sector Leads.
