Performance and Outcome Measure Reviews: Department of Community, Trade and Economic Development and Employment Security Department Proposed Final Reports Joint Legislative Audit and Review Committee January 7, 2004 Heather Moss, Isabel Muñoz-Colón, and Lisa Jeremiah, JLARC Staff

Department of Community, Trade and Economic Development 2 Study Focus: Economic Development and International Trade Divisions Overall Assessment: In general, CTED has many elements of a good performance measurement system. CTED needs to place a higher priority on using performance measures as a management tool and developing targets.

Department of Community, Trade and Economic Development 3 Recommendations for CTED 1. Provide technical assistance to program managers and share best practices about performance measures; 2. Develop a strategy for improving external and internal communication about performance measures; and 3. Encourage managers to set targets for all performance measures. CTED and OFM concur with recommendations. Pages 15-16

Employment Security Department 4 Study Focus: Return-to-work initiatives Overall Assessment: Employment Security has some good measures, but the majority do not reflect the details of specific activities. As the Department continues to develop its new performance measurement system, top administrators need to clearly define the process and include staff input from all levels.

Employment Security Department 5 Recommendations for Employment Security 1. Define the roles and responsibilities within the performance measurement system; 2. Create a formal system for developing performance measures that includes input from all levels of staff; 3. Develop substantive measures with meaningful targets and when possible create efficiency measures; and 4. Report performance measure information on internal and public websites. Employment Security and OFM concur. Pages 17-18
