Staffing Hiring managers and analysts.

Buying Aircraft How many to buy? What size? Need one maintenance per engine type (General Electric/Rolls-Royce) Need separate staff for each plane type (Regional/Boeing)

Configuring Aircraft Do you want to carry passengers or cargo? Need seats to fly passengers

Maintenance Bases Should the location of a maintenance base depend on the Flight Chart? A and B checks are in the weekly schedule C and D checks only when needed

Scheduling Hub and Spoke vs Point to Point Advantages for short vs long routes Have to visit maintenance base at least twice a week for A and B checks Flight Charts- Do you service an airport that not many other airlines can?

Airports Buy terminal only if airport will be too busy Need Cargo Handling Center at every airport you will be handling cargo Only need one office overall. Large enough to fit staff.
