Congress of Vienna and Modernization in Europe

Congress of Vienna (Note Card) Scheduled meeting of the 5 “Great Powers” (Russia, Prussia, Austria, England, France) to determine the fate of France. Leader of the group was Prince Metternich of Austria. The 3 main goals were. Prevent future aggression by France by surrounding them with strong countries. Restore a balance of power to Europe so no one was more powerful than anyone else. Bring an end to democracy and return monarchs to power.

Instructions Get into 5 groups Each group needs a slip of paper, assigning them a country. You will also need a piece of paper to record your groups answers to the questions.

In your groups… Read the brief piece of information on your country and reflect on what you learned about Napoleon and France from the last unit. Helpful information below… Napoleon wanted to expand. He controlled Europe with his Continental System using aggression and force against anyone who did not follow it. He attempted/Supported moving the government of France away from monarchy and towards democracy (expanded education and meritocracy) In your groups, answer the questions on your sheet of information.

Share your answers to the following questions with the class.

1. Should France be punished or spared?

2. Should France be divided?

3. Who should rule the country of France and the countries that Napoleon took control of during his rule?

4. How can Europe maintain a balance of power?

5. How can we prevent another “Napoleon” from ruling France?

Results of the Congress of Vienna (Note Card) Land that Napoleon controlled was divided among other nations to create strong countries around France. Map pg 240. Tried to create a balance of power where no country would over power another. Restored old monarchs to their thrones to stabilize the political atmosphere in Europe so that they all could respect each other and their power.

You can see in this map, how they took all of the land Napoleon gained and divided it up among other countries.

What does it do…? Countries made pacts with each other to avoid revolutions and squash Enlightenment ideas. = People are still unsatisfied and want freedoms. The Balance of Power actually increased the power of countries like Britain and Prussia (Germany). = Will lead to competition like imperialism and militarism Created idea of “Nationalism” that countries should have freedom and take pride in their nation. = lead to formation of new countries and revolts.
