Stauffer The Mental Health System The delivery of mental health services in the US shifted in the 1960s with evolving ideas related to mental health and the burgeoning of pharmaceuticals. This change brought about the Community Mental Health Centers Act of Community mental health services were expected to replace the prevailing large state institutions with additional funding from Medicaid, Medicare, and Social Security. 44 million Americans are without medical and mental health coverage.
