Implementation of NDMP and Legislation South African National Council on Alcoholism and Drug Dependence Implementation of NDMP and Legislation Challenges of working in the sector and within existing structures: Lack of national uniformity and implementation Implementation remains a challenge (Provincial forums & LDAC) Fragmentation and limited coordination (government / interdepartmental, private sector, CBOs, local community initiatives etc.) Poor commitment and motivation on part of some stakeholders Need for more resources (especially sustainable funding) Need for capacity building and development initiatives (all role-players) Clarification regarding roles, responsibilities and boundaries required Failure to address basic community needs

South African National Council on Alcoholism and Drug Dependence Success Stories Implementation of guidelines to register treatment centres and standardisation of minimum treatment requirements Progress with monitoring and evaluation of services; best practice in- and out-patient programmes (focus on compliance and impact) Greater involvement of most government departments (national and local) to include addressing substance abuse in their business plans Some examples of well-functioning Provincial Substance Abuse Forums and LDAC (North West, Free State and Western Cape etc.)

South African National Council on Alcoholism and Drug Dependence Success Stories Examples of partnerships between departments and NGOs to render integrated services (Mpumalanga, Free State and Western Cape etc.) Successful youth prevention programmes (Teenagers Against Drug Abuse – TADA and peer educator training programmes etc.) CADCA and SANCA Memorandums of Agreement to render community development and capacity building training (North West) Research and data collection by MRC in partnership with service providers (SACENDU and SAATSA) (CADCA: Community Anti-Drug Coalitions of America; SACENDU: SA Community Epidemiology Network on Drug Use; SAATSA: SA Addiction Treatment Service Assessment)

South African National Council on Alcoholism and Drug Dependence Some Recommendations Review objectives and coordinating structures of the NDMP to ensure greater implementability and provision for capacity and resources Promote inter-departmental and stakeholder partnerships to render specific programmes, for example prevention, detoxification and multi-disciplinary teams Increase adequate funding to render services: access to funding (ARA, taxes and fines) Greater emphasis on early intervention and community-based treatment programmes vs. in-patient treatment Capacity building, training and mentoring for emerging organsations

Additional Recommendations South African National Council on Alcoholism and Drug Dependence Additional Recommendations Reinstate Alcohol Safety Schools for drinking & driving or other offences Greater emphasis on community development to address basic needs Expansion of accredited addiction and post-graduate training courses Research to determine the population use of substances and identification of high-risk groups Research to evaluate impact of current prevention and intervention services Caution about comparing lessons learnt from tobacco control and applying these to alcohol Cannabis use and dependency remains a huge problem and careful consideration is necessary to revisit legislation permitting medicinal use
