Joint Investment Projects: Project Cycle Projects are initiated on the basis of national priorities; Sectoral or regional expertise (if necessary) Preparation of the list of priority projects. Projects are submitted to the donors for consideration; Implementing agencies inform SCISPM about the progress in negotiations; Ministry of Finance signs the MoU. Agreement on project preparation is signed with the donor; Implementing agency prepares the project document and financing agreement; Evaluation on possibility of co-financing; Legal expertise by the Ministry of Justice; Ministry of Finance is authorized to sign the agreements; Ministry of Economy includes the project in the State Investment Programme. SCISPM prepares proposals on effective implementation of the agreement; Implementing agency prepares implementation guidelines; Implementing agency prepares monthly, quarterly, semi-annual and annual reports; SCISPM provides integrated information on project implementation on monthly, quarterly, semi- annual and annual basis to the President; SCISPM facilitates the audit.
