FERPA Family Educational Rights and Privacy Act A Tutorial

Welcome to the Student Records Tutorial! In order to be granted access to student records, please carefully review the material presented in this site. WHAT IS FERPA? FERPA stands for Family Educational Rights and Privacy Act (also known as the Buckley Amendment). Passed by Congress in 1974, the Act regulates the release of academic records, and grants four specific rights to students: – –The right to view all information the institution is keeping in his/her student file – –The right to seek amendment to those records and, in certain cases, append a statement to the record – –The right to consent to disclosure of his/her records – –The right to file a complaint with the FERPA Office in Washington, D.C.

WHAT IS A STUDENT EDUCATIONAL RECORD? Most information provided to the College by a student for use in the educational process is considered a student educational record. Some examples are: –Personally Identifiable Information (i.e., student name, social security number) –Grades –Class Schedules

WHERE CAN STUDENT RECORDS BE FOUND? A document in the Office of the Registrar A computer printout in your office A class list on your desk A computer display screen Notes you have taken during an advisement session The storage method used does not make a difference.

FERPA Summary Student educational records are considered confidential and may not be released without the written consent of the student, except by provisions outlined in law (exceptions are handled by the Registrar). As a faculty or staff member you have a responsibility to protect educational records in your possession. Some information is considered public (sometimes called "Directory Information"). This info can be released without the student's written permission. – –The student may opt to consider this information confidential as well.

Information cannot be used for any other purpose.

Questions If you are ever in doubt, do not release any information. Contact the Office of the Registrar at or at The Office of the Registrar is responsible for student record information.

You get a frantic phone call from an individual who says the he is a student's father and must get in touch with her immediately because of a family emergency. Can you tell him when and where her next class is today? Yes Yes No No

General Rule: When this situation arises, direct the caller to contact the campus Public Safety Office for emergencies. The Public Safety Office may be able to contact the student in class. The Public Safety Office cannot take anyone to the student's class.
