Why An Operations Manual? n Operations affect outcomes. n With more effective operations there is more effective system performance. n An operations manual is a key tool in leveraging effective operations.

Purpose of TMC Operations Manual n To formalize and document the policies, plans, procedures and other support activities that are performed to achieve a TMC's mission, goals, and objectives.

Who’s the Audience? n Traffic management and transit management centers traffic signal control, freeway management, or multi-modal systems. n Operators & dispatchers who work in a TMC. n Managers & technical staff who interface with a TMC and need to know its scope, resources, and procedures.

What’s in a TMC Ops Manual? n Inventory n Daily operations n Maintenance & logs n Other organizations n Performance measures

A TMC Manual is A console fixture  Resides at the console for ready access  The quick “go-to” guide for daily operations  A training aid for new operators A guide to daily operations  Traffic management  Emergency contacts  Security policies  Job responsibilities  Public contacts Not a detailed computer or software manual Manual will guide the user to the appropriate person or documentation if procedures outside the scope of the operations manual are required.

Performance Measures n Identify the critical activity. n Identify the goals and objectives of the activity. n Develop a set of candidate performance measures. n Identify performance targets. n Identify uses of performance measures and potential audiences. n Identify data needs and requirements for analytical tools. n Establish data collection and evaluation procedures. n Compare actual performance to targeted goals. n Determine corrective actions or progress needed to achieve goals.

Typical TMC Goals n Accessibility – ensuring convenience and or right-of-entry to customers. n Mobility – the relative ease of difficulty of making a trip. n Economic development – the cost, economic health, and vitality of the transportation system. n Quality of life – the sense of community desires and customer satisfaction. n Environmental and resource conservation – assets saved or expended, either natural or man-made. n Safety – levels and rates of incidents or other occurrences. n Operational efficiency – productivity, manpower, financial resources, etc. n System condition and performance – physical conditions, service ranges, etc.

Six Step Process to Develop an Operations Manual 1. Select a TMC operations manual leader, 2. Educate the leader, 3. Form the TMC manual team that will write the operations manual, 4. Educate the team, 5. Identify manual components, and 6. Write the TMC operations manual throughout the life cycle of the system.
