Criteria for selection  Relevance to achieving the MDGs  Active involvement of local NSAs  Strategically chosen mandatory results as permanent assets to beneficiary partner  Clear procedures for internal/external evaluation  Multiplier effect, including replication and/or scaling up within country/region

 Statement: WOPs best contribute to reaching MDGs by developing a critical mass of capacity in the water sector  High number of potential partners WOPs and PUPs in 70 countries (Hall et al., 2009)  ACP-EU Water Partnerships: first scheme funded by a major donor ringfencing significant resources to enhance WOPs in a given region  This can multiply WOPs in the ACP region  Additional ringfencing of resources can contribute to achieving a critical mass of capacity, as a precondition to realising MDG targets

Critical mass of capacity for MDGs  Definition: level of capacity necessary to ensure sustainable service development  Utility level (entrenchment): achieve and retain critical mass of capacity through e.g. Training of Trainers, waves of WOPs  Regional level (scaling up): achieve and retain critical mass of capacity through e.g. ring-fencing resources to fund WOPs
