Background Interest in making programs better Need to Facilitate between: – DRS Counselors, and – ESO Employment Specialists Although CARF is now in place, CARF doesn’t look at DRS processes The approach can be adjusted to do case reviews of EES, crews and enclaves DRS purchases over $15 million in services from ESOs
Areas of Interest Eligibility Eligibility documentation Plans, Forms Service Provision Interventions, timely, appropriate and sufficient Billing documentation Closure Forms, Documentation supports case closure
Process Who –ESOs providing SE Services When –Monthly visits (one/month) –2 weeks notification Sample size of cases will vary Report with findings and recommendations –6 month follow-up, if necessary
Eligibility Documentation of client disability meets DRS criteria for severity Individual Service Plan in file LTESS application completed as required Documentation indicates that DRS counselor approved LTESS application LTESS acceptance form in file Documentation of stability before case moves in status 22/LTFA Ongoing services form (SE Form 4) completed as required before DRS case closure At least two contacts per month w/client documented by employment specialist for at least 90 days before DRS case closure
Service Provision At least one documented contact per month with client while in follow along & documentation indicates follow along services are sufficient for client to maintain employment Is there documentation that indicates employment specialist retrained client in any capacity, if so: –DRS post employment services used to fund retraining –Was LTESS billed for retraining services? Follow along hours documented on LTESS requisition/invoice match hours provided and documented in client file (including time for report writing and travel) For SEPD cases, DRS authorizations are in file –Documentation supports the hours billed on a monthly basis
Closure LTESS closure form completed if case was closed from LTFA Documentation supports case closure
