Title I, Part D: Neglected, Delinquent and At-Risk Youth Prevention and Intervention Programs for Children & Youth who are Neglected, Delinquent or At-Risk (N&D) Nonregulatory Guidance doc

Program Evaluations Part D, Subpart 2, Section 1431(a) Each state agency or LEA that conducts a prevention & intervention program for children & youth who are neglected, delinquent, or at risk under Part D, subparts 1 & 2 must evaluate the program, disaggregating data on participation by sex and if feasible, by race, ethnicity and age not less than once every 3 years to determine part D’s impact on the ability of participants to:

Maintain and improve educational achievement by using multiple and appropriate evaluation measures; Accrue school credits that meet state requirements for grade promotion and secondary school graduation;

Make the transition to a regular program or the education program operated by an LEA; and Complete secondary school (or secondary school equivalency requirements) and obtain employment after leaving the institution. In conducting each evaluation, a state agency & LEA shall use multiple & appropriate measures of student progress.

Each state agency & LEA shall: Submit evaluation results to the state educational agency; and Use the results of evaluations to plan & improve subsequent programs for participating children & youth. Develop/Disseminate Reporting Instrument

For this purpose we have developed a reporting instrument that: Is accessible through the internet for on-line reporting Is available to all LEA’s and institutions Has comprehensive data management capability Data files are encoded and protected by security codes to protect client confidentiality.

Goals Goal 1: Update and assist agencies and LEA’s in the monitoring, assessment, and reporting requirements for Title I Programs Goal 2: Provide technical assistance and support to agencies in Pennsylvania. Goal 3: Plan the Neglected and Delinquent Program Strands for the annual Federal Program Coordinators Conference.

Goal 4: Provide an annual conference for all involved in the delivery of N&D Title I services Goal 5: Provide feedback and guidance to USDE and PDE in preparation for reauthorization.
