Learning for Leeds Version 1.0 Tuesday 2 nd December 2014 Good local learning places for local children

Welcome Why are we all here? To consider the need for additional primary school places To ensure a wide range of stakeholders have input to solutions To provide everyone with the same data and information To give the community affected the opportunity to discuss the issues with those responsible for delivering the solution To look at the issue in the context of other demands eg SEN and EY places and new housing This is part of a new process of consultation and engagement which resulted from legislative changes in January 2014.

Statutory duty  The Education Act 1998 places a duty on local authorities to secure sufficient school places. Subsequent legislation has not removed this duty  Precedence is given to establishing new academies and removes the ability of local authorities to open new community maintained schools, we are now the provider of last resort.  We can work with existing schools to change their age ranges or to expand them

How are school places created?  If we believe a new school is necessary then we have to look for an Academy sponsor to run it with the local authority to fund the building of the school.  VA schools can be established in some circumstances  Free schools are academies but they can be proposed by anyone directly to the Secretary of State who can agree to them opening without the local authority agreeing or supporting the plan.  Trust schools, Aided schools, academies and Free Schools are all admitting authorities in their own right and are free to set their own admission arrangements.  We can work with existing schools to change their age ranges or to expand them

Other statutory duties: EY and SEN  Whilst not the focus of this event, we also have duties surrounding sufficiency of early years and SEN provision  Consider together as this may potentially impact on our ability to deliver sufficient primary places.  In this area:  2YO – deficit of places across area  3&4 YO – deficit of places in pockets  Childcare – believe to be meeting demand  SEN – deficit of places, particularly for children with ASC in Secondary

New consultation process for changes to existing schools  Initial information gathering  OBA style stakeholder engagement event (SEE)  Online discussion of all solutions identified in stakeholder event starting 09/12/14 latest  Consultation – up to 4 weeks of more focused discussion around best fit solution including meetings with schools, governing bodies, school councils and drop in sessions for parents will be held  Report to Exec Board to gain support for proposal – funding and / or statutory notice  Statutory Notice (dependent on proposer / proposal details) – 4 weeks  Final decision by Exec Board within 2 months of closure of statutory notice period  Into planning process where required
