Clean Yellow Fleets for Blue Skies WRAP Workshop 1/27/2005

Overview  Clean Air Fleets – “Decentralized” Program Allows fleet operators to submit applications to RAQC and purchase fuel and hardware to their specifications  Clean Yellow Fleets for Blue Skies – “Centralized” Program RFP process allows districts to purchase fuel and hardware from selected vendor(s)

Clean Air Fleets Overview  “ Decentralized” program RAQC provided funding, fleets secured equipment, and fuel  $95,000 total funding DOCs, engine preheat systems, biodiesel fuel (B20)  DOCs must be on EPA’s Verified Technology List  Public and private HDDV fleets eligible (20% private match and no public match)

CAF Lessons Learned  Small program provided critical experience for larger project Introduced stakeholders and developed processes  Resource needs for decentralized program are higher One-on-One outreach Management & administration Installation inspections are required for every equipment installation in decentralized program

CAF Lessons Learned – Cont.  Price control is difficult in decentralized program (range $750 - $2,000)  Private sector interested in fuel but not equipment  Public sector interested in fuel and retrofit equipment

Introduction to Clean Yellow Fleets for Blue Skies  During initial survey RAQC was introduced to MATES group by one school district  Participating districts from MATES include:  Adams 12  Adams 14  Adams 50  Aurora  Boulder  Cherry Creek  Colo. Springs 11  Colo. Springs 20  Denver  Douglas  Englewood  Jefferson  Littleton  Mapleton  St. Vrain  Thompson

Equipment/Fuel Purchase Process  Vendor workshop February 13, 2004 Forum to present and display different types of fuels and technology 14 vendors in attendance 16 school districts in attendance  Forum for districts to ask questions about technology and fuel  Increased everybody’s understanding and awareness of the process

RFP Process  Used Denver Public Schools’ contracting process  DPS developed three RFPs for fuel, DOCs, and preheat systems  Developed a scoring committee with all districts represented  One vendor selected by evaluation committee to provide both DOCs and preheats: ISS using Donaldson and Wabasto technologies  DPS cancelled biodiesel bid Each district will bid out own fuel based on guidelines

RFP Benefits  Reduced pricing through RFP process: Secured DOCs $750 uninstalled, $830 installed per unit Estimated price $1,200 prior to RFP Secured Engine preheat systems at $1,245 on low end per unit Estimated price $1,500 prior to RFP  Better understanding of equipment, fuel and vendors

Lessons Learned  Need leader(s) at the fleet level  RAQC able to leverage resources more effectively with 16 fleets  Management resource requirements similar to CAF program Still requires continuous outreach and education  Some difficulty in managing large group of schools Districts have different needs RFP process involved too many districts Districts are married to their fuel providers

Lessons Learned – Cont.  Price control allows for more cost-effective program  Gained a better understanding of the technology and fuel – this is critical  Pre-1991 MY buses present some problems since there is no verified technology for them  Public sector more open to efforts
