Safety is a Value 1

2 Agency/Industry Partnership to Reduce Accidents, Injuries, and Illnesses.

Safety is a Value 3 Goal To eliminate accidents, injuries and illnesses to miners by sharing accident prevention information within the mining industry.

Safety is a Value 4 Success is based on all of us working together. MSHA has resources to dedicate to assist our stakeholders in reducing safety and health hazards.

Safety is a Value 5 Agency Strengths Inspectorate - Coal and Metal/Nonmetal –daily interface with miners and mine management, –exposed to unique ideas for reducing safety and health risks to miners.

Safety is a Value 6 Agency Strengths Technical Support - –engineering and scientific talent to address safety & health hazards, –provide assistance to the mining industry by analyzing alternatives to current practices –increase awareness of hazards through training, –interface with manufacturers to reduce hazards created by equipment.

Safety is a Value 7 Agency Strengths Training (EPD) - –provide training to the mining industry, –evaluate training plans for effectiveness, –publish training material, –coordinate the state grants program.

Safety is a Value 8 Agency Strengths Information Resources - –provide accident and injury data to the mining industry, –publish an analysis of this data, –Maintain MSHA’s internet site as a method of sharing agency information with the mining industry.

Using the Agency’s Resources to Reduce Accidents, Injuries and Illnesses.

How can MSHA communicate with the industry to reduce accidents? All program areas would be responsible for specific functions. These would be coordinated by representatives from each program area working together.

Safety is a Value 11 Accidents

Safety is a Value 12 Accidents EPDPEIR CMSHM/NMSH Tech Support Root Cause Analysis

Safety is a Value 13 Accidents MSHA Accident Prevention Steering Committee EPDPEIR CMSHM/NMSH Tech Support Root Cause Analysis

Safety is a Value 14 MSHA Accident Prevention Steering Committee An ad hoc committee to evaluate the root cause of fatal accidents for solutions, identify synergies between all accidents, and recommend solutions to prevent future accidents, injuries, and illnesses.

Safety is a Value 15 Committee continued The major program areas of MSHA represented on committee.

Safety is a Value 16 Accidents MSHA Accident Prevention Steering Committee EPD Publication & Internet Posting PEIR CMSHM/NMSH Tech Support Root Cause Analysis

Safety is a Value 17 Accidents Industry Committee NMA, ISMSP, NSSGA, UMWA, Holmes, etc. MSHA Accident Prevention Steering Committee EPD Publication & Internet Posting PEIRCMSHM/NMSH Tech Support Root Cause Analysis

Safety is a Value 18 Industry Committee MSHA establishes a partnership with industry and jointly endorse solutions. Some of these may be: –International Society of Mine Safety Professionals (ISMSP) –International Society of Explosives Engineers (ISEE) –Equipment Manufacturers Institute (EMI)

Safety is a Value 19 Industry Committee –National Mining Association (NMA) –United Mine Workers of America (UMWA) –Bituminous Coal Operators Association (BCOA) –National Stone, Sand, and Gravel Association (NSSGA) –American Society of Safety Engineers (ASSE)

Safety is a Value 20 Accidents Industry Committee NMA, ISMSP, NSSGA, UMWA, Holmes, etc. MSHA Outreach Coal, M/NM, EFS, TS, State Grants MSHA Accident Prevention Steering Committee EPD Publication & Internet Posting PEIR CMSHM/NMSH Tech Support Root Cause Analysis

Safety is a Value 21 Accidents Industry Committee NMA, ISMSP, NSSGA, UMWA, Holmes, etc. MSHA Outreach Coal, M/NM, EFS, TS, State Grants MSHA Accident Prevention Steering Committee EPD Publication & Internet Posting Miners and Mine Operators PEIRCMSHM/NMSH Tech Support Shared ideas Feedback from Outreach Root Cause Analysis

Safety is a Value 22 The Example of the Process An idea to prevent an accident is received by a ______(mine inspector, EFS, Tech Support, state grant trainer, etc.) from a miner, it is passed up to through the program area committee member, the idea is sent to all committee members for review,

Safety is a Value 23 Example Members critique the idea. Once approved -- sent to Industry Organizations, PEIR for Internet posting and EPD for publication, EPD notifies all agency field personnel and state grant recipients via mailings or .

Safety is a Value 24 Example All inspectors, EFS, and state grantees should distribute this information when interfacing with miners during the normal course of their business. If a better or alternate idea on how to prevent accidents is discussed in training, this again should be passed to the steering committee for sharing.

Safety is a Value 25 Example Credit will be given on the document to those who submit the idea.

Safety is a Value 26 Summary--Utilize the strengths of the agency to communicate more effectively with the industry. Inspectorate (Coal & M/NM) - –identify root causes, –solicit new ideas, –share solutions with the industry, Technical Support - –resolve technical based root causes, –develop solutions to reduce hazards,

Safety is a Value 27 Summary Training (EPD) - –develop focused training programs, –new training products, –publication and distribution of information. Information Resources - –provide safety & health trend analysis, –internet information.

Safety is a Value 28 Agency Goals A lower number of fatalities A lower non-fatal injury incidence rate, MSHA directing it strengths to eliminate hazards and communicate these findings, Creating a partnership with mining industry.
