INTRODUCTIONINTRODUCTION  Liberia initiated a Customs reform Program contained in the Poverty reduction Strategy  Donor Community EU, IFC, WORLD BANK, AfDB  UNCTAD Mandate  UNOPS Mandate  Phase One Implementation  Phase Two Implementation

CHALLENGES Financial/Logistics * Lack of funds to buy equipment * Inadequate computer pieces Local Market Capacity *Needed equipment cannot be found on local market. Capacity Building Market capacity cannot support training of manpower in country. No train personnel in country for software such as JAVA, LINUX, ORACLE, etc Lack of computer literacy skills for customs staff, customs brokers and some importers. Electricity at the Rural Ports No Electricity at rural ports for implementation Infrastructure * Electricity * Network(Software and Hardware * Poor internet services

Successful Innovations in Mitigating Constraints/Challenges Financial/Logistics *Work with minimum requirement *Solicited donations(IFC donated some computer pieces, ECOWAS also provided some computer pieces) Local Market capacity * Work with local vendors to place orders for equipment outside of the country Electricity at the Rural Ports UNOPs mandated to handle all electrical issues Infrastructure * Operated with minimum requirements * Negotiated with terminal operator(APM Terminals to supply power to main server room * UNOPS came on board and bought generators for customs stations outside of Monrovia * Network(software & hardware) UNOPS has taken the role to provide same Capacity Building * Send staff outside of country(Togo & Jordan) for training * Provided computer literacy skills training for customs staff and customs brokers pri or to automation)
