Energy Savings Assistance Program Workforce Education and Training (WE&T) Workshop # 5 October 31, 2011

ESAP Embedded in Low Income Communities Since 1980’s CBO’s are utilized as service delivery providers Directed P. O.’s Ensure Job Stability and Growth Negotiated contracts maintain jobs in communities Legislative and Regulatory Decisions Support Local Jobs AB 1393 passed in 1999 stating legislative intent Pub. Util. Code § 327 encourages local employment ESAP Partnerships In Low Income Communities ESAP Partnerships In Low Income Communities

Partnership Results During the SCE’s Energy Savings Assistance Program: Supported approximately 1100 jobs with vendors and service providers SCE contracts with 35 service providers and vendors including: 14 CBOs/FBOs 16 Women, Minority or Disabled Veteran Business Enterprises (WMDVBE) Costs for delivery of services exceeds $90 million with $67 million (or 74%) going to WMBE’s Costs for appliances exceeds $57 million with over $40 million (or 78%) issued to WMBE’s.

ESAP Training Plan Program Years SCE Specific ESAP Training Instructor-Led Training (ILT) Developmental Courses Expanded training curriculum for assessors, installers and inspectors Higher-level of customer service Supports program infrastructure Introduces Tablet PC Technology Skillset Increases knowledge and experience in customer service related areas

Developmental Course Offerings SCE proposes offering developmental courses open to all agency employees regardless of job assignment Allows employees to learn a new or improve on an existing soft skill or computer skill Leverage the educational opportunities available through SCE’s Energy Education Centers Offer a variety of workshops Building envelope, construction, HVAC systems and technologies, lighting technologies, renewable energy, and self- generation technologies

WE&T Advice Letter Effective October 29, IOUs’ Joint Advice Letter proposing changes to the WE&T programs was approved: Remainder of the current program cycle will be used to evaluate and assess strategies, identify best practices and develop a refined sector strategy. “IOUs will evaluate and expand partnership collaboration within the workforce development and community based organization area, as well as internal IOU departments (LIEE/CARE) that successfully serve these demographics.” IOUs will use the WE&T Task Force meetings as a vehicle to update, and receive input on, Inclusion of Disadvantaged Workers Sector Strategy planning and development for implementation in the next program cycle.
