Mexico’s National Commission for Energy Conservation “Private sector activities in domestic new and renewable energy technologies.” Diego Arjona Executive Secretary, CONAE Asia Pacific Economic Coopertation (APEC) New and Renewable Energy Technologies Expert Group Meeting. Twenty-Sixth Meeting. Auckland, New Zealand. April 2006.

What is expensive?  The most expensive energy is the one that is not available.  The cheapest energy is the one that we do not need to use.  We need options to make a better use of our resources.

Parallel path for supply and demand.  Energy prices have become a key issue in the national agenda of many countries.  Efforts must be made to incorporate new energy projects.  A parallel path must be established for the conservation of such energy resources.

The intelligent use of energy.  Three vectors:  Culture and awareness: reduce waste.  Energy efficient technologies: increase efficiency and improve energy intensity.  Small scale renewable energy: grid independent, solar, wind, etc.

Awareness: waste reduction. Actions combined from a six years program in PEMEX is now yielding results for 20 million barrels of oil per year. More than 7 days of national production.

Live with energy. Do not let it slip away.

National Campaign.  There is no energy crisis in Mexico.  Energy supply is secure.  We believe that energy efficiency is a good business.  The triggers for the National Campaign for the Intelligent Use of Energy are competitiveness and environmental protection.

Energy Inspectors Club Energy and environmental awareness for the future.

Market transformation. Incandescent light bulbs and compact fluorescent lamps.

Induced Behavior in Industry.

Energy and water pumping.

Tortilla making machines.

Market transformation. You can not buy a non energy efficient electrical motor in Mexico.

Energy and housing. Population dynamics require that hundreds of thousands of home be built every year.

Solar water heating.

PanelsSolar Tubes Solar lighting.

Implementation.  Availability of technology.  High quality equipment and materials.  Reasonable prices.  Qualified specialists.  Political will.  Public awareness.  Financing.

Domestic appliances.

Trust funds for energy conservation. Fideicomiso para el Ahorro de Energía Eléctrica. Trust Fund for Electricity Conservation Fideicomiso para el Aislamiento térmico. Trust Fund for Thermal Insulation ASI Program. Ahorro Sistemático Integral. Integrated Systematic Savings.

Financial mechanisms.  Recognize a lesser non payment risk.  Recognize potential for energy efficiency loans or increase in loans if projects include energy efficiency actions.  How to build a home with a low cost of operation?
