Derelict Vessel Removal Program Derelict Vessel Removal Program January 2014 update 516 vessels removed 18 in progress Funding – recreational vessels $800,000/year – ALEA $300,000/yr – Last year one time capital $4.5 million

2013 Leg Session HB 1245 – Made $1 rec registration fee permanent – Can’t sell agency-owned vessels in poor condition – Decriminalized vessel registration – Owners of boats >40 years old and >65’ long conduct an inspection prior to sale or face potential secondary liability.

2013 Continued Private moorage facilities may require min bid or line of credit when auctioning vessels. Up to $200,000 of program funding for Vessel Turn-in Program Boarding authority language added.

2013 Continued work group to – increase vessel owner responsibilities and – address challenges associated with the economics of removing vessels

Ongoing Related Efforts Ecology’s proposed Vessel Deconstruction General Permit (VDGP) DNR’s rule-making: details and procedures for documenting the inspection – Draft rule developed – Upcoming public meetings
