Committee Process Two parents must be included on the eCIP committee. All members of the Parent Advisory Committee (PAC) must be educated on the entire eCIP and its implementation. By law, the plan shall be made available to all school staff, parents, and the public in a format and language that is understandable. Plan may have to be translated and should be placed on the school website. 2

Local School Parental Involvement Plan Section VI of the Continuous Improvement Plan (CIP) This plan must be developed jointly with and approved by and distributed to parents. It must describe how the school will: Convene an initial annual meeting for parents to explain Title I Offer flexible meetings for parents, such as meetings in the morning or evening Involve parents in the planning, reviewing, and improvement of the program Build capacity to ensure the effective involvement of parents Give parents timely information about the program, including a description of the school curriculum and the assessments used to measure student progress. Implement a School-Parent Compact which outlines all parties’ responsibilities to ensure student achievement. Submit comments/concerns to the LEA, if the Continuous Improvement Plan (eCIP) is not satisfactory to parents (Complaint Procedure). 5

Local School Parental Involvement Plan Help teachers, principals, and other staff work well with parents Provide materials and training to help parents work with their children Coordinate with other programs, such as literacy training programs that encourage and support parents in helping their children at home (HIPPY) Document evidence that the school parental involvement plans are distributed to parents. Provide evidence that the parental involvement plan is updated periodically. School-Parent Compact School Responsibilities NON-NEGOTIABLES- “Required Components” Provide a high-quality curriculum and instruction in a supportive and effective learning environment that enables the participating student to meet the state’s student academic achievement standards Hold parent-teacher-student conferences during which this compact will be discussed as it relates to the individual child’s achievement Provide parents with frequent reports on their children’s progress Provide parents reasonable access to staff Provide parents opportunities to volunteer, observe and participate in the child’s class All compacts should be maintained in the teacher’s classroom and used as a working document. A copy is also kept on file and parents also should receive a copy to use at home. 7

School-Parent Compact Parent Responsibilities Monitoring attendance Making sure homework is completed Monitoring amount of television their children watch Volunteering in their child’s classroom Participating in decisions relating to their children’s education Promoting positive use of their child’s extracurricular time Staying informed about their child’s education and communicating with the school promptly Participating in the parent-teacher-student partnership conference Serving, to the extent possible, on various committees and policy groups as parent representatives Student provisions are optional in the compact, but strongly encouraged to share in the responsibilities to improve their academic achievement. 8

Parents-Right-to-Know Title I schools are required to provide each parent notification of parents’ rights according to NCLB Timely notice that the parent’s child has been assigned or has been taught for four or more consecutive weeks by a teacher who is not highly qualified September 17, 2012 for the beginning of the school year and when applicable thereafter Optional form for evidence located website Local Education Agency (LEA) must have a written parental involvement policy LEA’s Parental Involvement Plan that describes how the district will provide effective strategies that will strengthen the quantity and quality of parental and family involvement and how parental involvement requirements will be met in the MCPSS Brochures that include the Parents-Right-to-Know, LEA Parental Involvement Policy and the LEA Parental Involvement Plan for FY 2012 – 2013 will be provided for all Title I schools (first week of September). 9

Parents Right to Know Complaint Procedure Copy of complaint procedure on file and available for parents. Copy of Local School Parental Involvement Plan (Section VI) and brochure Please keep on file and forward any complaints regarding the Title I program and/or the CIP. Parent Survey Evidence that the school reviews the effectiveness of school parental involvement activities.
