1) Basic electronic processes 2) Expanded electronic receipt 4) Full electronic workflow 3) Increased use of structured content and workflow Receive*Use, Manage, Report, ProtectPublish 1)Basic Electronic Processes: Supplies the basic ability to allow registrants to submit electronically. Includes “shopping cart” and simple file upload. Basic document repository and search interface for eDocuments. * Includes Guide & Assemble, Transport, Consume 2) Expanded Electronic Receipt: Converts some basic “forms” to include structured data upload. Includes “Builder” applications to guide registrants and to improve data quality. Supply PDFs to fit initial business processes prior to phase 3. 3) Increased use of structured content and workflow: Transitions internal processes from using “documents” to using structured data. Build out basic workflows and notification mechanism. 4) Full electronic workflow: Implements full electronic workflows using structured data where appropriate. General Phased Approach
Phase 1 Central Data Exchange “Gateway” 1.Conversion from CD/DVD to web 2.Acceptance of GHSTS packages – Validation? 3.“Shopping Cart” file uploads – Provide basic workflow for internal processing – Approximately 6 Months effort – Support for ~95% of submission types e-CSF/CSPS Builder SmartLabel Expanded Pesticide Product Label System (PPLS)
Phase 2: Expanded internal workflow support – ~250 Lotus Notes databases to convert needed functionality – Use of SharePoint for User Interface(UI) Internal use of structured data – e-CSF/CSPS (with PMRA) – SmartLabel – IUCLID? Target 12 to 24 months
Phase 3+ Complete electronic workflow Bi-direction in CDX Gateway “Self service” in CDX Expanded data availability to external stakeholders Target 24 to 36+ months
eSSTS/SSTS – eSSTS piloted this past reporting cycle – Approximately 1500 reports submitted electronically – SSTS requires modernizing – Java framework is dated – Currently in discussion with OPP, OECA, OEI – Recommend business process review (LEAN) to support e-reporting e-Stamped labels – Provide text searchable PDF with “e-stamp” in PPLS – Automated process from PM to website – In production since last year (June 18, 2014) – 90%+ adoption by OPP Regional and State Relationships
PPLS e-Stamped Labels Adoption
Regional and State Relationships Label Comparison – Goal: To provide increased data and label comparison capability to field enforcement personnel Accurate, timely, and reliable product registration data – Currently in discussion with senior management – Multi-phase approach to provide useful functionality sooner 1.Expand PPLS to include additional data 2.Optimize PPLS for mobile devices and develop mobile apps 3.Leverage SmartLabel effort to provide full structured label content 4.Provide in-field label comparison ACE/ITDS – OPP providing data to support automation of NOAs
