What is Title 5? Where do changes come from? What is the change process? Who changes it?

Recent History Two bills AB1943 and SB361 –Both authored in cooperation with CCCCO and constituencies. Need for change also stemmed from: –multiple ASCCC resolutions –general and repetitive confusion –common interest in the field

Simultaneous Enrollment Prohibits simultaneous enrollment in two or more sections of the same course during the same term Of particular concern to noncredit (but change applied only to credit)

Distance Education Separate Course Approval “If any portion of the instruction in a proposed or existing course or course section is provided through distance education in lieu of face-to-face interaction between instructor and student, the course or course section shall be separately reviewed and approved according to the district's adopted course approval procedures. “

Excursions and Field Trips Clarifies that district can provide transportation within and out of state to staff and students Clarifies apportionment that can be claimed for excursions and field trips

Section § Repeatable Courses. Content changes each time course is offered OR “Activity” courses in which repetition of learning activities builds skills –NOT foreign language, ESL or basic skills courses 6/3/2016

Section § Types of Courses Appropriate to the Associate Degree. “During the first phase of revisions to chapter 6, the language of this section was modified to limit the scope of subdivision (c) to English composition courses. However, it has been concluded that this was erroneous and that reading courses should also fall under that provision. The amendments will accomplish this. ”

Section § Types of Courses Appropriate to the Associate Degree. Both reading and English courses one- level below transfer may be degree- applicable But only one such course can be used towards the degree BOTH courses can be degree-applicable, but only ONE can be counted for each student

§ Coop Work Experience Education  Cleanup language  Provides for alternatives to the in-person visit with the employer under certain circumstances § Matriculation  Cleanup language §58106 Limitations on Enrollment  Revised to recognize recently enacted legislation allowing use of multiple criteria for admission into nursing programs

Distance Education Section Application of Alternate Attendance Procedure for Independent Study, Work-Experience and Certain Distance Education Courses. This section provides additional detail concerning the attendance accounting procedure to be used for independent study and work-experience courses. It is amended to also cover certain distance education courses so as to conform with changes made to section

§58160 Noncredit Course Funding Cleanup language to address SB 361 Spells out the ten noncredit course categories eligible for apportionment

§ Repetition of Noncredit Courses Chancellor to report to the BoG by January 15, 2009 on appropriate limitations on state apportionment for repetition of noncredit courses including multiple enrollments in the same course during the same term
