AEA and IATA official position on ADS-B The official position of AEA and IATA was communicated to the European Commission and to EUROCONTROL on 10th March 2003

* Airline Business magazine, in a survey covering 2000 and 2001 AEA and IATA official position on ADS-B ADS-B is recognised as a prime enabler of ATM applications As such its cost effective early introduction shall be a priority for ANSPs and airspace users operating in Europe

AEA and IATA official position on ADS-B ADS-B “Package 1”applications shall be based on Mode S 1090 MHz extended squitter as the most pragmatic approach to start with

AEA and IATA official position on ADS-B This guarantees the required interoperability with the USA

AEA and IATA official position on ADS-B EC and ECTL should accept to progress –at full speed- for further cost beneficial applications going beyond Package 1 AEA and IATA assure EC and ECTL full support when discussing and deciding on such future ADS/B programmes

Cost effective introduction In today’s environment it is vital to come up with the cheapest possible solutions Airline industry facing its worst crisis: 2001 losses US$ 18 billion 2002 losses US$ 13 billion 2003 Unit Rate for en-route is a 22.3% increase over 2000 Combined implementation is required

Pragmatic approach to start with Capitalising on ACAS, Mode S, 1090 extended squitter No change of paradigm, but a first step to learn how applications based on ADS-B work Air to Air and Air to Ground First step is a “Package 1” possibly made up of 12 applications

“Package 1” of Proposed Ground Surveillance applications ATC surveillance for en-route airspace ATC surveillance in terminal areas ATC surveillance in non-radar areas Airport surface surveillance Aircraft derived data for ground tools

“Package 1” of proposed Airborne Surveillance applications Enhanced traffic situational awareness on the airport surface Enhanced traffic situational awareness during flight operations Enhanced visual acquisition for see & avoid Enhanced successive visual approaches Enhanced sequencing and merging operations In-trail procedure in oceanic airspace Enhanced crossing and passing operations

Interoperability with the US “Package 1”applications have been approved both sides of the Atlantic: we need to ensure that this consensus will stay Master Plan of CARE-ASAS foresees co- operation and joint meetings held alternatively on both sides of the Atlantic Australia has developed an ADS-B initiative, based on 1090

Step by step approach “Package 1”: possibly five GS applications plus seven AS applications “Package 2”: ADS-B sole means of surveillance in dense airspace? “Package 3”: Airborne self-separation in dense airspace? There will always be something “better” to do, but nothing is worse than keeping changing the objective

Actions for effective early implementation A detailed and transparent roadmap of actions (inc. safety case and business case) Central programme management Commitments from the ANSPs and the airspace users Equip a significant number of aircraft for large-scale live trials Economic incentives
