Municipal Separate Storm Sewer System Medium (100,000 >) and large (250,000 >) Regulated Small (urbanized area defined by census) Phase I - 11 large localities - 5 year permit Phase II - 99 to date localities and others DCR reviewing reports submitted against original application - standardize reporting statewide

General Construction Permit Part of VA Stormwater Management Program (VSMP) Covers construction activity stormwater discharges Fee based on size of land clearing > 5 acres, between 1-5 acres Must include SWPPP DCR meeting with localities

Erosion and Sediment Control VA Soil and Water Board establishes minimum standards of program effectiveness Trains/certifies/provides oversight to local programs Goal to review all local programs every 5 years Complaints handled locally first

TMDLs DEQ lead for TMDL development/public participation DCR/DEQ develop implementation plan Implementation lags behind development DCR will focus on “implementing” select implementation plans using USEPA 319 funds
